Please let me know if I should make any changes or additions. Also, this Sunday, I will issue the agenda for next Thursday's BB meeting. I see in Don's feedback an appendix listed: WVU Bicycle Plan Summary . I did not know there was one or perhaps I have forgotten... but would like to examine if it exists. This relates to the Kanawha Plan--I did a quick search for "employer" of the executive summary and various other components, and did not surface the term. I think that any community wide bicycle plan needs serious input and involvement from major area employes, in our case WVU, WVU Hospitals, Mon County Board of Education, Mylan, Mon Gen Hospital.... I support all of Don's comments. We need a description of local cycling’s government environment and the relationship of cycling in the Morgantown to the WVDOT, GMMPO, city and county government. Included with this could be an explanation of the background of the planning process. 4. We need an explanation of recommended national and state standards or policies for infrastructure, signage, bicycle law, parking, inter-modal interface, and bicycle driving and/or any other matter relating to streets, roads, greenways or other classifications of thoroughfares. 5. We need a section which, in light of the priority standards and policies presented, provides a ranked list of recommended changes for infrastructure and engineering. 6. We also need overall policy goals/objectives/projected action steps with rationale relating to education, enforcement, environment, evaluation, and equality. 7. We also need a plan for developing safe cycling to middle schools and high schools as well as a description of collaborative planning with WVU. 8. We need a discussion of our state and local bicycle law environment and plans/priorities for change and advocacy. 9. We need a financial plan for implementing priority cycling improvements. 10. And we need an ongoing plan which will describe a) on-going role of the Bicycle Board, b) means by which infrastructure will be maintained, c) ways by which education and training can be continued, d) methodology by which progress of community cycling will be measured, and e) method by which new planning will be continued. Bicycle Board Members, From the very beginning of the Bicycle Board, some of us felt we need a comprehensive bicycle plan. Our 2007 application for the LAB Bicycle Friendly Community award was our attempt to organize such a plan. Subsequently, we have continued to view our initiatives in the 5E categories that I think helped us maintain a balanced on focused program. Bill Austin wants to create a Greater Morgantown Bicycle Plan. The Charleston area MPO, Regional Intergovernmental Council, completed a walking and cycling study 2 years ago. Frank, I wholeheartedly support development of a plan, and the plan to plan a plan. At the moment Positive Spin is in the throes of moving to a new location, but I'll look at the Charleston Plan as my time permits. We are in the process of revising Positive Spin's vision and mission statement to drop transit and carpooling from our scope so we can better focus on biking and walking. This should allow us to cooperate more fully with the bike board and pedestrian board. Our primary vision will still be reducing traffic and making Morgantown more livable and sustainable while sustaining the organization with bike recycling and advocacy activities. It's my hope that a bicycle plan will help support non-governmental activities like Positive Spin's, so I have a vested (but honorable) interest in helping with the plan. I'll try to respond to the bike plan with comments by next week. Bicycle Board Members, This is about a $10K grant opportunity. If some of you would help me write the application, I would like to submit one to purchase bike lockers for all of the City parking garages. There are two application deadlines coming up: August 27 and November 30. If we jumped on it right now, we might be able to make the August 27 deadline but the November 30 deadline is probably more attainable. We don't have to apply for bike lockers. If you would like to apply for something else, there are two categories: facilities and advocacy. Our application would only have to fit the criteria. Please reply if you're interested. Presentation to MPO conference

Bicycle Board Members, Thanks to Aira, Chip, Don Spencer, Hugh, Jonathan and Marilyn for attending last week's Bicycle Board meeting and for brainstorming ideas for the presentation to the October MPO conference. Attached is the agenda for the conference. Hugh suggested that for the presentation, we start with a presentation that I gave last year to the MPO. Attached is that presentation that I already tweaked just slightly to make it more appropriate for the statewide MPOs and for a joint Morgantown, Parkersburg, Charleston presentation. What are your thoughts about using that presentation? According to Bill Austin, the purpose of the presentation is to educate the participants on cyclists' issues and needs. Bicycle Board Members, Here's a case where we're making progress before we even got a chance to formally present our recommendation to the Traffic Commission. You may recall that I sent you for your review the recommendation to correct the in-line grates. Well, this month's Traffic Commission meeting didn't happen and I didn't get a chance to present the recommendation. I don't know how Terry Hough got it but apparently, she thinks it's important enough to take action before the Traffic Commission even sees it. I only wish it had something to do with roadways rather than shoulders.
