Resignation

Bicycle Board Members, Please accept my resignation as Chairman of the Bicycle Board. Thanks for tolerating my somewhat dictatorial meeting management methods. Thanks to all of you present and past members for contributing your valuable time and energy to try to make Morgantown a community in which all citizens can enjoy bicycling safely and fearlessly anywhere, anytime for any reason. Over the more than 6 years that the BB has existed, we've made some significant achievements but not nearly as much as I think we need to make a significant improvement in cycling here. The Greater Morgantown Bicycle Plan provides the City sufficient guidance to make significant improvements. I hope you will show up to support it at the Nov. 27 City Council meeting. During my time as Chairman, my interests have narrowed, I've lost my enthusiasm and effectiveness as Chairman and I believe that someone else can do a better job. With your permission, I will represent the Bicycle Board at November Traffic Commission, MPO, City Council and WV Connecting Communities planned activities including next Wednesday's TC meeting, next Thursday's MPO Citizens Advisory Committee meeting, the Nov. 17 MPO Long Range Transportation Plan Technical Advisory Group meeting, the Nov. 27 City Council meeting and the Nov. 10 WV Connecting Communities meeting unless the BB provides a substitute or the heads of those agencies shut me out. Bicycle Board Members, In last week's Safe Routes To School webinar, Brian Fellows from the Arizona DOT, presented "Can A School's Location Make A Kid Fat?". Here's his 19-slide show: http://www.saferoutespartnership.org/sites/default/files/pdf/FELLOWS_2012SR… AZDOT developed an Active School Neighborhood Checklist to gauge a school's physical activity potential. The checklist gathers data in the following dimensions: Supportive Programs and Policies Walking/Bicycling Zone School and Property Street Profile Pedestrian and Bike Facilities and Safety Remedial Pedestrian and Bike Facilities Connectivity and Convenience and then gives a score. Rec Trails Grant changes

FYI. Note the change in submission dates from November 15 to December 15 for all grants. Chet Everyone – The West Virginia Division of Highways (WVDOH) has received guidance from the Federal Highway Administration (FHWA) concerning interpretation of MAP-21 that affects the on-going application cycle for FY 2013. FHWA has informed the WVDOH that non-profit organizations are eligible to apply to the Recreational Trails Program (RTP). The WVDOH *will immediately begin* accepting ITAs from non-profits for the RTP. Note, however, that non-profits have never been eligible for the old Transportation Enhancement Program (TE), nor are they eligible for the new Transportation Alternatives program (TA). FHWA also clarified that TA funding awarded in the TA category “safe routes for non-drivers”, or any version of TA funding resembling the older Safe Routes to Schools Program (SRTS), will be funded at the 80/20 ratio similar to the TE/TA projects. To re-state: any organization applying for TA funds involving any variation of the SRTS deemed eligible by FHWA will be responsible for a 20% local match. Because of the inclusion of the non-profits into the FY 2013 application cycle after the initial start date, the WVDOH has moved the end date for submission of the ITAs for all applications to December 15, 2012. The WVDOH feels this date change from November 15, 2012 to December 15, 2012 will assist potential applicants among the non-profit community and general applicants that have experienced problems with the application system.
