David, As I understand it, TAP (or Transportation Alternatives Program) is a new program created from the new MAP-21 Act (signed into law in 2012) under the FHWA umbrella. TAP funding is derived from new MAP-21 programs including NHPP, STP, HSIP, CMAQ, etc which encompasses most activities that were previously funded under Transportation Enhancements, Recreational Trails, and Safe Routes to Schools programs. These funds are then disbursed to the State and 'Letters of Intent' must be submitted to the WVDOH through their online non-traditional grant application process. I am copying the Bike Board to determine if we have a plan or recommendations for the number and locations of bike shelters, or if that is something we can obtain by early next week. Do you already have data on bike shelter material costs, installation/engineering costs, and cost share (if needed) or do we need to dig that up? Is this something that we still need to apply for if the WVDOT already has a contract and you have budgeted money? Or will you just need to understand the scope of what we're asking in order to determine if you need more money? Bike Board Members, I need your help ASAP. Please take some initiative to provide me with my requests below. I spoke with Jeff Mikorski in person tonight. I received some relatively positive feedback on the projects below. Jeff stated that if we could get him the cost of the projects below and the cost share that the city would need to match, that he would take a look at them and would like to support this effort if they fit into the city's budget. 1. Who can supply me with the documents or at least project costs for the SLM and BMUFL signs below for *Priorities 7,8,11*? This is the same project that was slated for implementation a few years back when the funding was pulled, so I'm hoping the numbers still exist and can be easily located by those who secured the initial funding. 2. Who can take the time and figure out how much *Priority 15* will cost? Hint, hint: folks who work with the printing companies in town may be able to help with this the quickest. 3. I'll contact Dave Bruffy to see if he has any figures for *Priority 47*. 4. Chip, regarding the trail project in Marilla Park, who can I contact to find these estimates? (Ryan, Colin, and who within BOPARC?) Since the Letters of Intent for these projects is due next Friday, December 13th, I told Jeff we would do our best to get those estimates to him by tomorrow or early next week. Can we do this to potentially push Morgantown cycling ahead even further? He also said that outside of any grant funding, the city is trying really hard to make sure that the Bike Board gets some projects implemented soon. He acknowledged the great work we've done and really seemed to me that they want to put some money toward our priorities. Also, wondering if I should have been including the MPO on these emails? Anyone? Hope you find this as exciting as I did and can provide me with the details for the projects above. If not, we may miss some great opportunities.
