Campus cycling

This UC Davis cycling education video is entertaining enough (at least for me) to pop a beer and watch after your ride tonight: http://vimeo.com/75059452 . I especially got a kick out of the roundabout at 9:00 minutes in. Would be cool to put on Morgantown public access TV to educate residents how to use a roundabout. It was also fun to see how a bicycle friendly campus works. Frank

Intent-to-Apply/Applications will be accepted for the Transportation Alternatives (TA) (formerly the Transportation Enhancement [TE]) and Recreational Trails Programs (RTP) through the on-line application process. As many of you are aware, the Safe Routes to Schools program was discontinued under the new federal transportation bill, MAP-21, but those types of projects are now eligible under the TA program. Please take some time to familiarize yourself with the eligible categories of the TA program (http://www.fhwa.dot.gov/map21/tap.cfm), as they differ from the Transportation Enhancement eligible categories. > > The on-line application process is now accessible for new and returning applicants. The dates of the application process are: > > September 9, 2013 – Official opening of the application system > December 13, 2013 – Last day to submit an Intent-to-Apply > March14, 2014 – Last day to submit an application > > The most important changes in the programs concern the use of consultant architect/engineering services. In reaction to the Federal Highway Administration’s concern about proper consultant selection procedures, the WVDOH has advertised and selected consulting firms to be utilized on non-tradition grant program projects. Using these firms already selected by the WVDOH will take the burden off of sponsors for compliance with the competitive selection process. While there are provisions for the utilization of Force Account engineering services and, in select cases, of the sponsors going through the competitive selection process on their own, the expectation will be that a sponsor needing engineering services will be required to use an engineering firm from the WVDOH listing. > > In addition, the sponsor will be required to supply the twenty percent (20%) cash match for the engineer expenses anticipated from the project. For example, let’s say the total project costs are $100,000. The fee for design and construction oversight is $20,000. The sponsor will be required to submit $4,000 in cash as the 80/20 match for the engineering ($16,000+$4,000=$20,000) whether they choose the cash match option for the construction expenses or not. The reason for this is the consultant, though expected to work with the sponsor, is under contract to and will bill the WVDOH. Bicycle counter

Iteris enhanced its entire Vantage video detection product line with the SmartCycle™ algorithm in January of this year. This game-changing innovation for bicycle detection (and, yes, counting) differentially detects bicycles apart from all other vehicles approaching the intersection (or, in the case of a dedicated bike path, approaching the sensor). Since the detection is visual, it detects carbon fiber bikes just the same as the "old" bikes that the rest of us use (ha!). If you have a signalized intersection anywhere along the route where you want to count bicycles, installing any one of the Vantage family of video detection systems at that intersection will give you the capability to count bicycles as a secondary benefit of the system. Of course, the primary benefit is safety - the ability to have one or more separate phase call outputs (extend-time if needed to give a last-car-passage type of result) issued by the Vantage detector when it detects a bicycle. Dear BB members, I highly encourage you to attend this webinar next Thursday, Sept. 26, 2013, 2:00 p.m. — 3:30 p.m. In it you will learn the FHWA's method for assessing roadways and other bicycle facilities for safety. Most of the BB's work involves us assessing roadway and other facility safety for bicyclists. This webinar can increase our competence at that. I have registered for it but when it is being conducted, I will be in the Navigating MAP-21 workshop in Charleston. I have missed previous webinars and watched the recordings later but they're not as good. So, I hope some of you will attend and tell us what you learned from it. As I agreed at our last BB meeting, I delivered a presentation on Safe Routes to School to the Green Team last Thursday. Please reply by Friday with any items you'd like considered by the Traffic Commission. I'd like to see a on what has been done or is being done to apprehend the motorist that struck a cyclist at the Deckers Creek crossing of Carnegie St in June. I'd also like a report on the Mon Blvd. Bicycle Climbing Lane. At the last TC meeting, I suggested that the TC discuss reorganizing and refocussing so that it actually accomplishes something. A substantive discussion ensued and Chairman Nutter said we would continue the discussion at the October meeting so I will also remind Damien that that should be on the agenda.
