It's come to my attention that I'm not going to be able to make it to
the March 6th meeting.
I'm going to consider this a good time for a new chairperson to be appointed.
I suppose this probably isn't the best way for this to be done, but I
also guess that it will just have to be.
If folks want to meet and discuss this as a group before the meeting
or whatever, I'm sure that can be arranged.

to consider a multi-story development on the VFW property at 494 Spruce

Jonathan Rosenbaum and I provided some comments to her, so she met with me
today and will meet with Jonathan soon, but would like to meet with the
whole Bike Board. She would like to meet with the Bike Board, hopefully as
a whole, next week, to get our input and guidance on the bike storage and
facility that could be placed at the new development. She will also show
us the plans that have been drawn.
*Can we please place her on the April 3 Bike Board meeting agenda,
preferably earlier in the meeting to save her time? Could those of you who

The City of Morgantown (Jeff Mikorski) just submitted the Transportation
Alternative grant application for our Enhancing Bicycle Signage and
Facilities, which, if funded, will be to purchase and install Shared Lane
Markings, Bikes May Use Full Lane (R4-11) signs, and Bicycle Parking
Shelters around Morgantown.

I just learned about this meeting on the 11th. At a recent SNA meeting
it was discovered that the School Board is now considering a distant
location to replace Suncrest Primary school, rather than the location
across from NETL. Would anyone be able to attend the School Board
meeting? Keeping the school close to the neighborhood would be a
desirable outcome.

Friends,
Today I had a pleasant chat with Monongalia County School Board
President Barbara Parsons. From that conversation, it appears that on
Tuesday, March 11, the school board may be voting on the location for
the new Suncrest Elementary School. The meeting will be held at the
School Board administrative offices at 6 p.m.
I will be out of town on that date, but I wanted to alert Suncrest
neighbors and ask you to consider attending and expressing your views.
>From my perspective, it makes sense to choose a site that will keep our
children in the neighborhood or nearby, rather than bussing them to a
more distant location. I believe a site under consideration on Collins
Ferry Road might be ideal. It is central to Suncrest, has infrastructure
in place, and transportation would be less costly than bussing many
children to a more distant location. The property available is outside
the city limits, but it might be possible to annex it into the city for
optimal police and fire service.
I hope those with an interest in this issue will attend the School Board
meeting.

As you, I have found that when I ride in the center or even farther left in narrow lanes, virtually every vehicle that passes me changes lanes to pass. I also wave to them after they've passed and many, if not a majority, wave back or toot. I've even had many coal trucks do that.

The exceptions apply to both riding in bike lanes and in travel lanes. Read exception 3 carefully. See what I put in all caps here:
(3) WHEN REASONABLY NECESSARY TO AVOID ANY CONDITION OR POTENTIAL CONFLICT, INCLUDING, but not limited to, a fixed or moving object, parked or moving vehicle, bicycle, pedestrian, animal, surface hazard, turn lane, or substandard-width lane, WHICH MAKES IT UNSAFE TO CONTINUE along the right-hand curb or edge or WITHIN A BICYCLE LANE. For the purposes of this subsection, a “substandard-width lane” is a lane that is too narrow for a bicycle and another vehicle to travel safely side by side within the lane.
The bill that was introduced simply repealed 17C-11-3 (c) which required bicyclists to ride as far to the right as practicable. Instead of repealing 17C-11-3 (c), the House amended it to be the current requirement to ride in bike lanes and far to the right with exceptions. From my reading of the current 17C-11-3 (c), I can hardly think of any situation in which you wouldn't be justified for riding outside the bike lane and away from the right edge. According to the American Association of State and Highway Transportation Officials (AASHTO), the standard that all states use, for a lane to be wide enough for a bicycle and vehicle to travel safely side-by-side within the lane, it would have to be wider than 14-feet. What roads lanes are wider than 14-feet? I'd guess that the lanes on most of the roads we ride are 9-12 feet wide. The lanes on Mon Blvd. are only 13-feet.

The requirement to give an audible signal when passing another vehicle has been in the WV code since at least 1931. In WV, a bicycle is not a vehicle. Note that 17C-7-3 (a) (2) that addresses passing a bicycle, there is no requirement to give an audible signal.
