Hello all,
Another open house will be held this evening for the complete streets
corridor study conducted on University Avenue. The meeting will be held in
the Morgantown City Hall Council Chambers at 389 Spruce Street downtown
from 5-7pm.
Attached is the new executive summary of some proposed changes to bicycle
and pedestrian facilities as well as the redesign of Grumbein's Island. Of
particular interest is the "preferred concept plan" on page 9. This plan

Second, please send any comments you may have about the study to me at
chad.pierskalla(a)mail.wvu.edu rather than Ella. She has been redirecting
them to me up to this point. I would like to answer a few of those
unanswered questions that were asked:
+This is an empirical study that adopts a convenient sampling method.
The survey was based on a similar study conducted by Oregon State
University and input from our students. This is a visitor study and is
seeking input from those that have used the woodlot for recreation.
However, we will also invite input from interested non-users in the
near future. Specifically, we will send out an invitation to everyone
on this list to attend a public meeting that will be scheduled for the
last week of April, so please stay tuned. Study results will also be
presented at that meeting.
+The survey was intended to be short. But, it is only one of several
opportunities to provide input--please stay tuned.
+Your participation is completely voluntary and confidential. We
appreciate your support.
+This trail plan effort is being led by the Professional Recreation and
Parks Society and supported through several of our RPTR courses (now and
in the future). Both Dr. Steve Selin and I are working closely with the
students.
+The woodlot is sometimes referred to as Baker's Ridge in the community.
Ella already provided some background information. Much more
background information will be shared at the public meeting at the end

For those of you wondering where and what is the University Woodlot,
some of the rest of the story- It has never had good parking and the
University has not had a policy for it being open to public but is now
considering it. My limited experience with the Woodlot is that most
recreational use would be mountain biking and hiking and birding. It
does have some forested trails- below is the description from the WVU
website and near the end of the survey is a map. Ella
UNIVERSITY FARM WOODLOT
The University Farm Woodlot is a 107-acre tract located adjacent to the
Animal Sciences Farm in Morgantown with access from West Run Road.
Management was transferred to the Division of Forestry and Natural
Resources from the Division of Animal and Nutritional Sciences in 1953.
Until that time the area had been known as the Stock Farm Woods. The
forest includes a mixture of cove hardwoods of various ages and some
plantings of exotic confer species such as bald cypress, Norway spruce,
and Douglas fir. There are no facilities on this site.

Bike Board Members,
I am excited to announce that yesterday the City of Morgantown submitted
WVDOH Transportation Alternatives grant application for FY2016. The
application submitted requests $500,000 for a Multi-Use Path to be
installed along State Route 705 from Mileground Road to Willowdale Road,
complete with bike lanes, crosswalks, and pedestrian signals. I've
attached a project map to help with your understanding.

the City obtained $120,000 in funding for the Shared Lane Markings, Bikes
May Use Full Lane (R4-11) signs, and the bus/bike shelters, which was
awarded on 3/26/15. It looks like the FY14 project may begin installation
this Spring or Summer. I'll be sure to keep you in the loop regarding the
FY16 application, especially when, or if, it's awarded!

I'd like to graciously thank our team including Chip Wamsley, Jing Zhang,
Drew Gatlin, Christina Hunt for helping prepare the application for the
City. We are fortunate to have the City's buy-in, approval, and submittal

As we discussed, for the FY14 grant, I requested the ridership data from David Bruffy this morning. Also, as we discussed, I think the steps we should take to get our recommendations to the WVDOH for the bike shelters include this:
1. Compare the shelter locations listed in the FY14 grant with MountainLine's ridership data to determine shelters we think have the most potential for use.
2. Determine how much money in the grant will go toward the shelters and number of shelters we can install. We stated $80,400 for 12 locations, but these may change depending on:
- proposed SLMs and budget for them that we submitted to WVDOH
- number of shelters may increase due to funded shelters through advertisement companies per Mountainline
- potential reduced construction and labor costs
3.Meet with Bike Board grant/mapping sub-committee to finalize priority locations and/or rank all locations
4. Submit to City (Damien) in order to provide recommendations to WVDOH.
Thoughts, advice anyone? Let's get this done.
