FW: Point Pleasant Bicycle Ordinance

Hi everybody! I mentioned at our meeting last night that Point Pleasant has a very active cycling group<http://wvhub.org/in-point-pleasant-locals-push-trail-system-project-to-boos…>. They’re considering applying for BFC status, and Gabe Roush, one of their committee members, has asked the Bike Board to take a look at Point Pleasant’s bike ordinance for suggestions, improvements, etc. (see Gabe’s email below). I attached the ordinance to this email as a pdf, or you can find it online here: Point Pleasant Bike Ordinance<http://www.ptpleasantwv.org/Main_Pages/Codified%20Ordinances/Adobe%20PDF/D%…> One thing I noticed – this ordinance requires cyclists to ride as far to the right as possible. Seems like something they may want to change? There is also no mention of the 3 foot passing law. 373.05 RIDING ON ROADWAYS AND BICYCLE PATHS. (a) Every person operating a bicycle upon a roadway shall ride as near to the right side of the roadway as practicable, exercising due care when passing a standing vehicle or one proceeding in the same direction. Ordinance experts (Jonathons or others) – would you be able to give Point Pleasant some feedback/suggestions for their bike ordinance and/or point them to some awesome ordinances (in WV or other states)? I finally came across our town's bike ordinance, and I was wondering if you would be willing to run it by the folks at the bike board in Morgantown to see if they feel that it is up to date. I'm pretty sure it is comparable to that of the state's law. The only flaw that I have found was that there is no mention of the allowance of 3 ft when a motorist passes a cyclist. FY14 Transportation Alternatives Intent-To-Apply

Chip, Here is the Intent-to-Apply for the FY14 WVDOH Transportation Alternatives (Enhancing Bicycle Signage and Facilities -1289). Note that the $1.2 million figure was a simple entry error by the city when submitted, but it didn't jeopardize the final application. If you want to get me the information to fill in, I can take care of that with my login. Or if you wanted to run through it together, we could probably figure out a way to meet up to take care of it. Infrastructure projects for grants

At the 12/3/15 BB meeting, I took an action item to identify infrastructure projects for which to apply for grants. The top 3 are: 1. Bicycle lane on both sides of WV 705 from Willowdale Road to Mileground Road. 2. Campus Connector from Grant Avenue to the WVU Evansdale campus. 3. Health Center Connector from old North Fire Station to Law School, Health Center, University Park and Mountaineer Field. These were Engineering recommendations in our 2012 Greater Morgantown Bicycle Plan. In the attached Excel file, I sorted all the Engineering projects in order of the priority that they had in the Bicycle Plan and then marked in bold font those that are not already being addressed or are not exactly infrastructure projects. Some of this is arbitrary and others may disagree. I added a column of comments to explain my recommendations. Of course, this is only useful if we apply sufficient BB resources to win grants. Frank

Hello all! Welcome to winter! (??) I received a number of comments regarding December's minutes and I wanted to thank all of you who reviewed them and sent suggestions for expansion or clarification. Please see the updated verbiage for December minutes, filled with all kinds of good formatting to ease reading. Also, our January meeting is next Thursday, the 7th.
