Congress is considering an economic recovery plan that will include infrastructure projects and they want ideas. Bike/ped projects will be good because they employ people now and save money in the future.

Safe Routes to School supporters:
Congress is considering taking up an economic recovery bill after the elections.
The bill is likely to include billions of dollars for transportation projects
that can be started and built very quickly, creating jobs and shoring up the economy.
The Safe Routes to School National Partnership is working with bicycle and pedestrian
groups to ensure that Congress considers including funding for bicycle/pedestrian
projects in this package. After all, these projects not only create jobs during
the construction, but help Americans save money on gas if they are able to walk
and bicycle instead of driving.
To make this case, we need your help-and please accept our apologies for the very
short turnaround. Next week, we must provide Congress with a list of Safe Routes
to School infrastructure projects that can be started with just 3 to 4 months of
lead time. The list can only include projects that meet the following criteria:
· All projects must be construction projects-such as like sidewalk improvements,
traffic calming, multi-use paths, and intersection improvements. No educational
or encouragement projects should be included.
· Your project should cost at least $100,000.
· Your project must have completed engineering and planning.
· You must have completed or be close to completing most regulatory review processes,
such as environmental review or right-of-way clearances.
· Basically - it must be nearly ready to be built, and all you need is the funding
to make it happen!
If you have a project that fits this description and is ready to build, please follow
the instructions below. All responses must be received by 5pm, Tuesday October 28.
1. Pull together a very short project profile, consisting of:
· Project Name
· City and State of project (plus US Congressional district if available)
· Cost estimate
· 2-3 sentence description (keep it short!)
2. Send your project profile to Jeffrey Miller, President of the Thunderhead Alliance

Bicycle Board Members,
Please find attached a zip folder. It contains 3 documents:
1. A suggested agenda for next Thursday's Bicycle Board Meeting.
2. The minutes of our last meeting.
3. The results of our homework assignment from the last meeting.
The primary goal of Thursday's meeting will be to identify the most
important problems keeping us from realizing our vision, discovering the
root causes of those problems, identifying the best solutions to those
root causes and organizing to implement the solutions. My experience
doing this with similar groups of our size is that it usually takes a
lot longer than the 90 minutes that I have allocated to it. If we can
at least identify a top priority problem, discover its root causes and
identify some effective solutions, I think we might get on a roll again.
If you were to review the compiled results of our homework assignment
and give some thought to which problems are most important, why we have
those problems and what would be optimal solutions, we might be able to
make better use of our time come Thursday.

Bike Board Members,
It seems to me the biggest obstacle is engineering. It very much reminds me
of the difficulty with bus shelters. They were never considered when public
spaces were designed and engineered, meaning there is no public property to
locate them (no adequate public property for bike lanes), no accommodation
for their use such as curb cuts (no consideration of how bikes and cars
could interact in places with steep grades), and no awareness or interest on
the part of designers …

streetscape in Downtown Morgantown gets us both I think).
Without engineering, we don't have a product. Without a product to sell, we
have little to offer, to market, to educate, or to encourage use. Without a
good initial product for show and tell, it is a hard sell. Before there was
any streetscape in downtown Morgantown, Wall Street was redone. Although
small, it spurred imagination, created interest, and demonstrated what was
possible. 15 years later, downtown streets are being redone. The first
piece of the rail-trail was 150 feet long. Again, it demonstrated to the
community what "could be" and helped people to imagine more (Hazel
Ruby-McQuain's interest and financial support certainly helped as well).
Perhaps we need a Demonstration Project? Probably one of the best candidate
locations is outside the City of Morgantown. Granville is interested in
re-developing their main streets and sidewalks and would serve as a great
demonstration project. Is there a similar opportunity in Morgantown?
