Bicycle Board: Winter 2016 Project Prioritization

Damien, Alex, all, As the city plans its next few years' transportation projects (paving / reconstruction / improvements) the bicycle board asks that you refer to the following priority list for consideration in your projects: 1) Implement the shared lane markings / signage and bus shelters TAP grant 2) Stripe and sign the Mon Boulevard climbing lane 3) Implement the WV705 shared-use path TAP grant 4) Obtain and implement the White Park / Rail-Trail connector TAP grant 5) Design, fund, and build the Campus Connector 6) Design, fund, and build a University Avenue Bypass (with strong consideration for the Jones Avenue project) 7) Accommodate cycling infrastructure in the proposed Greenbag Road improvements (with bike lanes preferred) 8) Design, fund, and build a connector from the 705 shared-use path to the Falling Run greenspace trails (with preference for widening the livestock tunnel) 9) Build the Lower Greenmont Pedestrian Bridge Many of these projects are listed in the MMMPO's 2014 Regional Bicycle Plan <https://drive.google.com/open?id=0B8UM6dsVoQTIZ3JEX2oyOUoyVjg> on a road-by-road basis. That plan's Appendix E <https://drive.google.com/open?id=0B8UM6dsVoQTISE1Nekg4SHQyeDA> lists some 120 projects in our area and should also be referenced when developing the 5-year schedule. Currently the projects listed in that Appendix are grouped into corridors -- which is helpful for visualization on a system basis but might be limited on a strategic standpoint. I'm wondering if it would be useful to group the projects based on their municipal or county authority, e.g. projects which fall under Morgantown's jurisdiction, Star City, Granville, etc? The bike board envisions a 2-3 year maximum timeline for most of the projects listed above, so Damien and Alex, as you draft your 5 year plans, please keep us in the loop so that we may suggest projects for the corridors later down the line. Hi everyone, Please take a look at the attached draft minutes and let me know if you have any changes. I have also attached the information John Whitmore presented to us at December's meeting about the first proposed development of significant impact to be affected by our bicycle storage ordinance - take a look! Although there is a picture of hanging racks, the developers are not planning to use that kind of system because it does not meet the square foot per bike requirements outlined in the ordinance. BFC Bronze Award

I received this in the mail today, so I guess it is official. The City of Morgantown is a Bronze Level Bicycle Friendly Community. The physical award (piece of paper) is with the City Manager's Office for framing. We could ask to have the Communications Director put something out. Bike Shelter news

Hello everyone, I have some good new to share. Mountain Line was just awarded additional funding by the WV Division of Public Transit for the purpose of installing co-located bike shelters and transit shelters based on the Bike Board's previously developed plan. In coordination with the funding available for co-location shelters in the City, these funds will allow for additional sites (perhaps outside the City of Morgantown). I would anticipate we can begin working on these locations in the spring of 2017. I'll share more information with you as we move ahead and I look forward to working with you to get input on the locations, facility needs and related concerns. City Council Meeting Tonight

Howdy Board, I'll be at the city council meeting tonight talking for a short moment during the public comment portion about Morgantown's receipt of the Bicycle Friendly Community Award as well as some of our recent grant acquisitions. The meeting starts at 7pm in the council chambers, and the public comment period is the 6th item on the agenda (usually within the first 20 minutes). Bike Morgantown map route suggestions/edits

Hi all, WVU doesn't play until 7pm tomorrow, meaning you have all kinds of time to review your map/route suggestions and get them back to me! Please try to get them back to me as soon as you can. A Word document is my first choice for format. One person has already sent them back to me, so the early bird prize is gone, but don't let that stop you! INPUT REQUESTED: Where to put the second bike locker?

Hello all, We currently have a bike locker (with spaces for two bikes) sitting dormant in the city garage. The current proposal is to place the locker next to the existing one down on the waterfront. N39° 38.521' W79° 57.018' 9. N39° 39.588' W79° 57.804' 10. N39° 37.483' W79° 56.770’ on East Brockway Avenue. Damien said that Fouad didn’t want to put it there because it’s on private property. We recommended that Fouad say where he’d like to put it near there. We received no response. #6. N39° 38.342' W79° 56.217’ on Willey St. I think that one didn’t get installed because at the time, a new apartment complex, City Gardens Apartments was being developed near there and Fouad wanted to wait and see. Now, the apartments have been there for a few years and the recommended site still looks good to me. What does the BB think? #7. N39° 38.810' W79° 56.066’ on 705 between Chestnut Ridge Rd. and the Roundabout. Again, I think the roundabout was in process back then and Fouad again wanted to wait and see. Again, now the roundabout’s been there for a few years and the recommended location for the BFC sign still looks good to me. What does the BB think?
