With regard to Jim Rye's replacement: we had previously considered Colin Dierman and now he would be able to join the board.

Subject: [Bikeboard] Dec. 1 BB meeting
Bicycle Board Members,
I usually create and send the agenda for the monthly BB meeting the weekend before the meeting. With this weekend being …
[View More]Thanksgiving weekend, I would like to complete and send the agenda this Wednesday.
Two items we probably should discuss are Jim Rye's replacement and the Bicycle Friendly Community award application.
To save meeting time, please identify potential candidates to replace Jim Rye, confirm with them that they'd want to serve and reply-to-all to this message with their names and invite them to the meeting.
I'm suggesting we discuss the Bicycle Friendly Community award application to help the teams that volunteered to write the application.
Following is status of on-going activities. Let me know which, if any, you want me to put on the agenda for discussion at the meeting. If I missed something, let me know.
Distributed preliminary first draft of Morgantown Bicycling Plan to key stakeholders: Terrence Moore, Jeff Mikorski, Terry Hough, Ed Preston, Chris Fletcher, Mark Wise, Tom Arnold, Bill Austin, Fouad Shoukry, Perry Keller and Wes Stafford. I requested their comments and changes by December 8. So far, I haven't heard from any of them. We need to get on the City Council's agenda to present.
Thanks to Chet, he and I met with Damien and Jeff to discuss a joint Morgantown-Star City TEP grant application for a bicycle climbing lane from Star City Bridge to WVU Coliseum. Subsequently, Chet met with Star City Mayor Sharp. Unfortunately, Jeff later informed me that Morgantown will not apply for this funding because they're afraid it will jeopardize their application for street scape funding. We may still pursue it with Star City.
Nick asked for $500 more to complete the video for 12-year old and younger cyclists. Two BB members replied to me and one replied to all with their agreement so I told Nick and Jeff that we're OK with it.
Ryan taught 3 WVU students CCC TS101 class Nov. 3, 11, 13. Thanks, Ryan!
Thanks to Hugh, we're just about complete establishing a 1-credit hour CCC course at WVU CPASS to be taught for the first time in Spring 2012. Participants will be able to take it for credit or through the Lifetime Activities program. Price is TBD.
On Nov. 9, the Parking Authority approved bicycle lockers for 2 city garages. Chip is working on specifications to enable Tom Arnold to submit a purchase order. The City's 2012 budget has $5,500 for bicycle parking. The lockers will cost about $4,000.
Trying to determine status of grant application that we submitted to Jeff Mikorski in September for him to submit to Bikes Belong for $10K to fund Mon Blvd. bicycle climbing lane from Eighth St. to Evansdale Dr..
Brandon Crawford, WVU Cycling Club rep has resigned. I've asked him to find/recommend a replacement.
WVDOH replaced in-line drainage grates by Coliseum with bicycle-friendly grates. Remaining in-line grates to be replaced are on Westover Bridge, Walnut St. Bridge, South University Ave. northbound between Pleasant and Walnut. (We need to inventory in-line grates on campus.)
Delivered to Paul Mattox, Ray LaHood, Earl Ray Tomblin, Joe Fisher, Asel Kennedy and Brent Walker, petition with 125 signatures to enable cyclists to cross Cheat Lake at Ice’s Ferry during bridge replacement. MPO Policy Board chaired by Joe Fisher planned to discuss the application and may write a support letter to DOH.
I'm working on the education grant final report.
In his completion of the Enforcement section of the BFA application, Chief Preston said that First Sergeant Matt McCabe "is an active member of the bicycle Advisory Committee". May I have your concurrence to invite Sergeant McCabe to join us as an ex-officio representing the MPD?
Welcome Adam Henry!
I would appreciate your replies to this message before the holiday.

Bryan,
I rode up Mon Blvd. today from Star City Bridge to the Coliseum and observed that the former in-line drainage grates have been replaced with bicycle friendly grates. (See attached Before and After photos).
On behalf of Morgantown area bicyclists, I give you thanks!
Replacing those grates corrects a significant dangerous situation especially since the now nicely repaved shoulder eases the climb from the bridge to the Coliseum.
Thank you for considering bicyclists in all WVDOH …

Bicycle Board Members,
Please go to
http://www.PetitionOnline.com/IcesFrry/petition.html
and sign the petition to WVDOT Secretary Paul Mattox. When it gets enough signatures, I'll download, print and send it to him as well as to the cc list.
Here's what the petition says:
Dear Secretary Mattox:
We, the undersigned Morgantown area bicyclists hereby petition the State of West Virginia to provide means for bicyclists to cross Cheat Lake at Ice’s Ferry during the replacement of Ice’s …
[View More]Ferry Bridge.
Ice’s Ferry Bridge provides the only practical means for bicycles to cross Cheat Lake. Many local area cyclists as well as visitors to the Morgantown area frequently used Ice’s Ferry Bridge to travel between the Morgantown area to points east of Cheat Lake. The recent closing of Ice’s Ferry Bridge makes it impossible for us to cross the lake for work and recreation.

I read them and wrote responses in the attached file: Morgantown Bicycle Comments-WVDOT.docx . Also, please not that some of my comments say, "Who wants to do this?". If you would, please let me know that, too:)

Perry,
I enjoyed our conversation yesterday. I read your attached file. Thank you and please give my thanks to the other reviewers for very thoughtful, insightful, proactive and professional comments. I will share them with the Bicycle Board and send you a response.
In my first reading of WVDOT comments, I had the following questions:
"Page 4: More Prosperous Local Economy – Any new census information that would identify specific characteristics to Greater Morgantown area i.e. younger …
[View More]population that might be more prone to be a distracted driver using smart phones, etc." could you please elaborate on what you are looking for here? It doesn't seem to fit in the context of the “More Prosperous Local Economy” topic of this paragraph.
"Page 12: Stakeholder input from WVU, County Commissioners and DOT Secretary does not appear under their headings. Were these stakeholders interviewed?" From whom besides you in the WVDOT should we be getting input for the Morgantown Bicycle Plan?
"Page 20: #7 This is not consistent with our signage directives." What are WVDOT signage directives with regard to Share the Road signs? (I agree with your earlier comment that we need to avoid saturation. We need guidelines. Certainly, dangerous segments of roadways that already have significant bicycling may need such signs.)
Looking forward to continuing to work with you!

Frank,
With Robby back in town we plan to have the Kids' Video done by Thursday. I know it will be a busy meeting, but if we could have 20 minutes to show the video and get comments I think it would be good - rather than waiting til January. Robby, Arathy and I met today to plan the filming and editing to get it done. I'll have a supplemental statement of work to Jeff Mikorski tomorrow showing the work and expense planned for completion. It will be good to see …
[View More]this done. In the meantime, Robby is preparing a short version of the video with the best material we have to date (demonstration scenes that showed less-than-ideal riding will be removed) so we have something deliverable just in case everything falls through between now and Thursday. We plan to film Friday and have started lining up actors so don't expect any problems.

SendI talked to Jeff Monday and he said there may still be some funds left in the grant to cover it if Frank agrees that this is the best use of it. Hope to hear back from Rob this morning and will pass on the estimate as soon as I do. My rough guess was 20hrs@$25/hr for $500 total cost.
