Bicycle Board Members, Please find attached a zip folder that contains a suggested agenda for this Thursday's meeting. It also contains one of the read-aheads: the Bicycle Board Goals to enable us to prepare for discussion about forming the Law committee. The minutes should be out soon and Don Spencer's working on a Complete the Streets resolution that I hope you will have in advance of the meeting. Thursday's meeting will be another shorter-than-usual meeting. I expanded the time allocated for reviewing action items because there are several open now and I wanted to allow the owners of those to have adequate time to discuss status and get help moving forward if required. One of my action items from the last meeting was to e-mail you information regarding the state's Transportation Enhancement Program and Recreational Trails Program *grant information.* This link: http://www.wvdot.com/3_roadways/rp/transportationenhancement.htm goes to the TEP. As I reported previously, we've completed the Intent-to-Apply form for a TEP grant to support our Education recommendations. Now, we have to complete the application (available at the TEP link). The RTP link provides an opportunity for a grant to support trails development. If any of you are interested in this, better get on it because the Intent-to-Apply submission is due 15-Nov. Bike Commuting Incentive Programs

Good evening, I received this list of active bike-commuting programs from a forum that I'm on. Check out the one in New Haven, VT. They've gotten participation from 13/14 employees! Nick Payment for Bike Riding Two Milwaukee area non-profits (the Urban Ecology Center and Friends of Milwaukee's Rivers) have an "Eco-bucks" program. Every employee receives a dollar for each day they walk/bike/don't pollute to and from work. Carpoolers and bus riders get 50 cents. Single occupancy vehicle drivers are left out in the cold. Both employees and employers love the program and find it simple and worthwhile to run. . Alliant Energy offers $35/month to commuters that bike (or walk) to work. This is a payment that mimics the intention of the Bike Commuter Act that recognizes that, while drivers get parking, and transit users can get a bus pass from the employer, bikers and walkers aren't getting squat. . Madison, WI is experimenting with a "Parking Cash Out" concept. Parking in many parts of Madison is scarce and expensive. If an employer provides an employee with a free parking space that might be worth $100/month, the program pays the employees who DON'T use the parking space (because they are walking or biking) a full or partial value of that available space which others can pay to use! The employer can sell that parking space on the free market and provide $50 (or more) to the employees that do not use the space. These monies can be used for a transit pass or received as a cash-out in the employee's paycheck. . Calvert Group, from the Washington, DC area has a program where it gives employees $350 to purchase a bicycle. Check it out at : http://www.bwc.gov/empkit/case-studies.htm . In quiet New Haven VT, one small business has taken a giant entrepreneurial leap forward in promoting active lifestyles. Stark Mountain Woodworking is pioneering an alternative commute incentive program that is bigger and more widely accepted than anything we've seen to date. Owners Skimmer Hellier and Louis Dupont have instituted a unique "health plan" that offers each employee $1000 to ride a bike to work! Its beauty is in its simplicity: At the beginning of the year, each employee gets $500 towards buying a bike. If they pedal 650 miles to and from work by the end of the year, Stark Mountain gives them another $500. So far, employees have widely accepted the plan. 13 out of 14 employees ranging in age from 30 to 59 have gotten on board, and most have already reached their 650-mile goal. Boosts in health, energy, and staff team-building have all come out of this exciting initiative, and Hellier is already planning for next year's incentives. Chevrons & Ed grant

Bicycle Board Members, * Chevrons *Our bike-and-chevron shared lane marking recommendations to the City took a major step forward today. This morning, Don Spencer and I met with Dan Boroff, City Manager and Terry Hough, City Engineer, Director Public Works. Mr. Boroff wants to install all at one time, in the Spring, all 89 of the shared lane markings that we recommended. The City is beginning the 2008 budget process and he said the shared lane markings will be near the top of the list. The next and perhaps only remaining obstacle is State DOH approval of the installations. Concerning next steps 1. Boroff directed Terry Hough to coordinate with Ron Eck and to meet with WVDOH District Manager Greg Phillips to get WVDOH approval. 2. Boroff directed Terry Hough to refine the cost estimate. (Our cost estimate included materials but not labor. Boroff wants Hough to estimate the total cost including labor.) 3. Boroff will include the total cost estimate in the budget that he'll present to City Council in the Feb-Mar timeframe. 4. Given 1-3, the City will advertise for bids in spring 2008 and the shared lane markings should be completed next summer. *Education Grant* Thanks to generous time and help from Bill Reger-Nash, we completed the Intent-to-Apply form for a 2008 WV Transportation Enhancement Program grant to support the education recommendations that we presented to the Traffic Commission in February. The Intent-to-Apply, as well as the actual application will be submitted by Jeff Mikorski, Assistant City Manager. Bill and I met with Mr. Mikorski this morning to review our input to the Intent-to-Apply form. We made some small but very important adjustments to it with Jeff's guidance and we're all pretty confident that our Intent-to-Apply form will be accepted and the State will invite us to submit a proposal. We're requesting $55K federal funds to support instructor development, course advertising and course delivery with a target of delivering the Road I course to more 300 people over a year and changing the behavior of at least 8,000 greater Morgantown residents towards bicycling. Details on Parisian Bike Sharing program

Good evening, I received this article giving more details on the bike sharing program in Paris. http://tinyurl.com/2gmxkl I thought it was interesting that the program was put on by an outdoor advertising company. They have 15,000 bikes in 1,000 stations and the program has been used heavily and enthusiastically. Nick

The meeting will probably give a perspective on the dire financial situation for roadway maintenance and construction but it might also reveal any opportunities for cycling infrastructure. High School Parking Justification

Under related documents, click on the "Cycle Parking for Schools - Information Sheet.pdf", I've this attached the document to this message. It starts out by saying: Providing secure cycle parking has been shown to be one of the most effective ways of encouraging cycling to school. A recent Sustrans survey of 3,000 pupils (9-12 yrs) at 40 schools showed that 54% of pupils (and 43% of parents) wanted better cycle storage at school. Secure cycle storage was the top requirement of pupils already cycling to school, and those considering doing so. Getting the cycle parking right is probably the most effective way in which schools can play their part in promoting active journeys to school and reducing traffic at the school gates. Not only does it allow parents and pupils to feel more relaxed about the prospect of bringing a bike to school, it acts as a striking way of publicising cycling and making cyclists feel valued. Statements in this brochure could easily be applied to MHS High School. There are some case studies at http://www.saferoutestoschools.org.uk/index.php?f=casestudies.htm . I'm sure similar statistics exist on bicycling websites in the United States, just haven't found any yet that provide such clear and readily usable information. -Jonathan
