Bike Board: BFC Local Review () and September meeting

Hello Board and observers, First, I mentioned last week that the League has devised a new method of local review that is anonymous and less of a commitment. We can choose how we'd like to distribute this link. Please check it out here: https://www.surveymonkey.com/r/MorgantownBFC Any person who spends time in our community, including folks who worked on the application, can submit this survey. The League says we will not be penalized or rewarded for a large number or small number of responses -- we only stand to gain from more diverse input than we usually receive. They will likely use quality feedback to choose an award level, however. "This survey is to provide context while we are deciding an award level and to, hopefully, provide valuable feedback to you in your community’s Report Card and Feedback Report." Also, we've got a meeting next week as per usual. Please review the attached agenda and open action item list. We're shaking up the meeting format a bit this month -- there's less than an hour and a half of time scheduled. We will at least begin the process of budgeting our discretionary funds for 2016 at this meeting -- please think on this and come with specific thoughts on how we should appropriate the funds. Movers and shakers of cycling in Morgantown, I want to extend my deepest gratitude to all of you. Whether or not you filled in boxes and wrote verbiage for the document submitted on Tuesday, your past and present dedication and enthusiasm for cycling in our town gave us the content we needed to present a strong application for the League's 2016 bicycle friendly community award. This was truly a group effort! I have mentioned before that we need local reviewers to both vet the application, as well as to give the League a sense of cyclists away from those of us who fill out the boxes. If you weren't part of the document creation process and you have some time over the next few weeks, OR if you know of a few other folks you wouldn't mind asking to participate in the review process, please consider signing up at the link provided in the email below. The deadline is tomorrow at midnight. I don't think the time requirement will be very demanding, but I am not privy to the process. There is also an informal review process described below. I plan to distribute the link widely throughout the community, and I'll ask your help in dissemination when the time comes. First, I want to thank the Pedestrian Safety Board for allowing me to become a part of a great endeavor! Since I’ve gotten older with more aches and pains running is not on my list of activities I can do. I’ve adopted walking which provides many of the health benefits of running. Thank you! As the director of the WVU-Greater Morgantown Safe Communities Initiative one of my major efforts will be to connect all of the tremendous efforts in our community for the purpose of keeping us safe and healthy! My purpose is not to eliminate or render ineffective any group, individual or effort attempting to improve our safety and wellbeing. On the contrary, I believe our collective strengths make us stronger. I’ve primarily coached team sports in my life and the teams I could blend individual strengths together as one were usually more successful. The reason I’m rambling on about this is because during my first meeting with the Pedestrian Safety Board I became aware that some of our efforts were being addressed by other groups as well. I’m sharing the email below because as the WVU-Injury Control Research Center and Safe Communities Initiative held the Distracted Behavior Task Force meeting others such as the Pedestrian Board had the same vision. Also, I discovered today that WVU has a program, Heads Up! WV, that appears to be pursuing pedestrian/cyclist safety. So, as I continue forward in my role I think it would be neat if somehow all of us wanting to make a difference in our community can find an efficient way to pursue our common vision together. In August I have scheduled a WVU-Greater Morgantown Safe Communities Advisory Committee. I’ve attempted to identify individuals in the community that represent focus areas in a safe community network. In September, I plan to convene a much larger meeting of all of the partners that had previously collaborated on the Safe Communities Initiative which led to our national accreditation. Maybe at that time we can figure out how to work together to achieve the same goal. I had been in Morgantown and on this job for a very short time when we went through the accreditation process. Prior to the beginning of the last day of the accreditation team’s survey of us I had breakfast with Dr. Lee Smith, Director of the Mon County Health Department. I shared with him that I’ve seen many silos, pockets of excellence in the community. We just needed to get everyone connected. He smiled and said that those were ”cylinders of excellence”! August Agenda, Fall BFC Application Review Draft: Become a Local Reviewer!

Howdy folks, Amazing things are happening! Make sure to come to the meeting next week to get the scoop. If you can't, that's all-right too. Just read the agenda / minutes and monitor your emails. Come for talk on new engineering updates, and to meet the new engineering hire! Stare in awe at fresh designs for educational stickers! Stick around for budgeting our 2016 escrow account and figure out what kind of classes we'll teach this fall and spring. Plus, the 2017 Bike Summit and so much more, wahoo! An updated July minutes with a few changes will be available by the end of this weekend, so keep an eye out for that too. It will include the discussion we had last month regarding confident city cycling classes. Finally, please see this attached review draft of the BFC application. It is subject to change, for sure, but not by much. We are very close to moving this off our plates (it's due August 16th). Please consider becoming a local reviewer, or, better yet - helping to recruit cyclists outside of the Bike Board who might be willing to be a local reviewer. While I'm disappointed in the initial response for my personal banking needs, I would like to constructively engage with BBT about some potential options that would provide more flexibility and serve the Morgantown community more effectively. To be clear, I am a member of the Morgantown Municipal Bike Board, but want to make sure that at this point, this is my personal response after a bit of input from the Bike Board. First of all, I believe that limiting cycling and pedestrian access to only motorized vehicles at drive-thru windows creates a disadvantage to working professionals who use alternative transportation, low-income individuals and families who may not have a car, disabled individuals, car owners who happen to commute using other transportation modes from time-to-time, and likely countless other folks. While I understand liability concerns, and likely insurance requirements, I can't help but think that there has to be a way to more openly serve all folks, despite their mode, choice, or limitation of transportation. Morgantown is currently West Virginia's only Bicycle Friendly Community and only 5 businesses in the state have been recognized as Bicycle Friendly Businesses. Please strongly consider becoming recognized this way. Potential ways that could help you get a Bicycle Friendly Business designation could include: Creating a walk-up window on either the drive-thru or main branch building connected to sidewalks that would allow cyclists and pedestrians to be served after 4pm Mon-Thurs or on Saturdays. Install a bike/pedestrian lane, which could potentially involve little more than paint and signage Extend lobby hours in order for pedestrians/cyclists to still have access to branch employees after 4pm Mon/Thurs and/or Saturday. I know you have a bike rack on High Street, so I'd be happy to lock my bike up and come in. I see many benefits to BBT supporting cyclists (and pedestrians): Less impact on pavement and infrastructure reducing BBT maintenance costs. Positive publicity regarding Bicycle Friendly Business and through word-of-mouth communication Potentially more clients Healthier clients who will maintain accounts longer and provide BBT with Reduction in traffic and vehicle pollution at drive-thrus Increased money from cycling/pedestrian customers in checking/savings/other account due to savings benefits from not driving a vehicle (I save conservatively $100-200 every month by cycling, which ends up being held at your bank in my accounts). As a side note, on June 25th, while using the Spruce Street drive-thru ATM in a vehicle with my family, I witnessed not one, but two people not in vehicles using your drive-thru (one at the ATM and one at the lane adjacent and closest to the tellers). See attached photos. Also, on July 1st, while traveling, I witnessed another individual stepping out of his vehicle to use the drive-thru ATM in Summersville at the 815 Northside Drive location. To me this clearly shows the need for BBT to re-evaluate and work with individuals who need additional options for service at your drive-thrus and branches, especially if safety and liability are of concern. On the other hand, I bet that if accident statistics and financial data were looked at, the benefits to allowing cyclists to use the drive-thus far outweigh the liabilities. Have there been any documented cases of cyclists being injured by vehicles in your drive-thrus that ended up costing BBT money? Another consideration might be to look at how much damage is done to drive-thrus and building infrastructure at BBT by vehicles vs. cyclists/pedestrians. I imagine alot of money could be saved by reducing vehicle collisions at your locations. I asked her why they couldn't serve me in the future, and she stated that BBT had safety concerns, and that the drive-thru was reserved for vehicles. She then pointed to a sign that was posted to the window essentially stating the same thing. I debated with her a bit on the fact that I view my bike as a vehicle. I didn't bring this up while there, but according to WV state code 17C-11-2 and Morgantown 373.02 say bicyclists have the same rights and duties as drivers of vehicles. I also asked her if she could show me where in BBT policy it states that I can't be served and asked for her card so I could follow-up. She said she was out of cards, but handed me your card, to which I called and left a message yesterday around 6pm. I was polite (even though a little out of breath and winded from riding), and even told her I wasn't trying to get anyone in trouble. I just want to know what the BBT policy said, and that I'd follow up or make a decision once I figure out what my rights are in your drive-thru. I've ridden on roads for approximately 20-25 years and have a commuting cyclist for over 10 years and have not had one accident/collision with a vehicle or damaged any personal property as a result of cycling, despite logging likely tens of thousands of miles. I'd like to discuss some of the benefits of cycling, but I'll save that for later when we determine what your policy actually states. I also called in to BBT's customer service line, and they couldn't find anything in their policies that stated that I couldn't be served, but he said it's common for local branches to tell folks they have to be in vehicles (he didn't say motorized though). They've escalated my call and said they'll be looking into it further. I explained to them that I've driven my car to work once in the last month, and that my schedule makes it difficult to get to the bank when their branches are open. However, it's frequently possible and easy on my way home via bike to deposit at the drive-thru. According to John Francis, WVCC Board Member and one of the Ride Organizers, part of the posted ride was washed away and they did consider cancelling the event. However, they have decided that the 16th might be time to show folks that life is getting back to some sort of normality. Usually all the money raised from the ride goes to cancer charities and local people suffering with cancer, but this year we are directing almost all the money towards helping flood victims. John reports that the organizers have come up with a cracking loop of 37 miles with another of 25 miles set up in a way that would allow riders to add on or even repeat so as to build an almost metric up to a century. John promises it is a FANTASTIC route, and that the ride will be fully supported etc. up to the usual quality. The Wheels of Hope organizers encourage bike riders from anywhere in the region who would like to make a contribution to help other West Virginians in a time of severe crisis to come to Lewisburg and make a difference. Wouldn’t it be wonderful if we had a great crowd of West Virginians and friends come in and show some love to this injured community? Please help John and the other organizers spread the word! Bicycles lead the Fourth of July Parade! All bicyclists, kids and adults--all ages--please decorate your bikes and meet at the top of High Street near BBT Bank at 4:30pm on the 4th to lead the parade down High Street. This is a wonderful opportunity to participate in a holiday tradition. A color guard will likely lead the parade and we will be the first group after that. Feel free to contact me with questions. I think the Federal Highway Administration should consider bicyclists in measuring the performance of our highways. I hope you do too and that you will respond to the LAB’s call for action. My city has a comprehensive bicycle plan with a goal of having 5% of all trips in our City to be by bicycle by 2020. We need data on the bicycling safety of our highways to motivate and to shape our policies and plans. We are looking for ten great places to join this exciting new project - places where community leaders have ambitious plans to create safe and comfortable places to ride and encourage their neighbors and co-workers to give it a try. We want places that are eager to benchmark their progress and see the benefits of a big jump in biking in healthier people and better communities. Over the next three years, we will work in a diverse portfolio of places, cities, small towns, neighborhoods, suburbs, and downtowns, that have ambitious plans to improve on-the- ground infrastructure and collaborate with the community to get more people on bikes. We are particularly interested in places where bikes can improve access to jobs and opportunity for underserved communities; connect suburban areas to transit hubs and town centers; connect to paths and parks to encourage physical activity, and catalyze the economic potential of tourism. The Big Jump Project builds on the momentum and success of the PeopleForBikes Green Lane Project that helped get protected bike lanes on the ground, into the design toolbox and established them as the gold standard for comfortable biking on busy streets. Hi all, Please find minutes from our June meeting attached. This meeting was unusual because we spent most of the time discussing the proposed bicycle parking ordinance with City of Morgantown staff and Planning Commission members. It's tough to condense 60+ minutes of discussion into notes, so if something is unclear or you have questions about the workshop please let me know. If you have any corrections or changes to any of the minutes, please let me know! *Volunteer Opportunities* *July 4th parade* Lead the parade down High Street! We need about 4 volunteers to help supervise and escort kids on bikes who will be leading the parade down High Street. Meet at the top of High Street at 4pm on Monday, July 4 with your bike (bonus points if it's decorated!). All children are welcome to participate. Board, Tonight's the night -- we're hosting a workshop with the planning commission regarding our proposed parking ordinance update. Given that this meeting has been publicized through the planning commission, we could particularly benefit from your presence to help answer any questions from the public and developers. You can see the proposed update in its relevant attachment. Also, please review the additional two attachments regarding an additional education grant opportunity from the Governor's Highway Safety Office. You'll find the application is pretty dang simple! The other attachment is our 2010 education grant for some inspiration. Please ruminate on projects or areas of focus you would like to see included in this grant. Best, Drew
