I think the course format lends itself more to CPASS than Police, and it sounds like we're not yet sure if WVU Police is even interested. I can query them if you like. The J&K lot adjacent to the WVU Police building is large and not being utilized as of right now, so that location may be better even if this does end up being a CPASS course. I will also say though that maybe 10% or more of the students are probably cycling more and cycling safer. When Confident City Cycling was offered through the City, getting students was extremely difficult. The reason we moved the course from the City to WVU is standing. The City has no standing to be teaching courses while WVU does. But another very important reason that we moved the course to CPASS was that Hugh Kierig, former director of WVU Transportation and Parking set it up for us and paid for it. CPASS got 1 credit's worth of tuition from each student taught but T&P paid the instructors and for materials so CPASS' only cost was use of the facility and some admin. That dried up when Hugh left. Now, the City has $4,200 of Allstate money but until the MOU is approved, there is no vehicle for the money to flow from the City through WVU to the instructors. CPASS has standing to teach sports classes and cycling is a sport but it is also a mode of utility transportation. To me, the core of the course is traffic law, operating a bicycle as a vehicle, lane positioning and crash avoidance; not exactly sport. A tremendous advantage of teaching the course through CPASS when they were located in the Coliseum was a classroom in the Coliseum and the wonderful band practice lot right outside. Now, CPASS has moved down Patteson Drive and it's dangerous and a waste of time to get untrained cyclists from there to the band practice lot. (FYI, most of the 2008-2011 courses were taught in the Prete Bldg on University Av. across from Tudors Biscuits and Hibachi where the University Police were located before the university built them their own building near the corner of Elmer Prince Dr. and Van Voorhis (705). The Prete Bldg. has a good level parking lot. Below the new police building, there's a parking lot that might be useable but I think it's part of the Faculty Apartments which I think are slated to be replaced.) I don't know if the WVU police would be amenable to having us teach Confident City Cycling in their new building and I don't know if we can use the parking lot below. I initiated a call to Captain Camden a couple weeks ago and am still waiting for his response. When we were teaching at the Prete Bldg., we used their facility but that was all. Now, if we teach it at the new police building, I'd like to present it as a course taught through the WVU police and maybe even get some WVU police to become SavvyCycling instructors or LAB LCIs and do some teaching. I don't know what arrangements and requirements would evolve if we tried to teach Confident City Cycling through the WVU police but I think if Jeff signs the MOU with CPASS, he won't want to talk about it anymore. Please advise! BTW, Confident City Cycling students learn * Bicycle Form, Fit and Function: the parts of a bicycle; bike selection; sizing; adjusting your bicycle fit and the pre-ride safety check. * Basic Maintenance: tools for the road; tire repair; adjusting brakes and adjusting derailleurs. * Clothing and Equipment: helmets, clothing, accessories and required equipment for riding in all weather and commuting to work or school. * Basic Handling Skills: gears & gear selection; starting/stopping; steering in a straight line and scanning & signaling. * Bicycling in Traffic: principles of traffic law; lane positioning and scanning, signaling and negotiating; riding in all traffic situations day or night and in all kinds of weather. * Avoiding Crashes: why crashes happen; crash prevention and crash avoidance maneuvers. * Efficiency, Power, Endurance: cadence and smooth shifting; nutrition & hydration and training routines. * Riding with Groups and on the Trail: group etiquette and trail etiquette. 2015-2016 BFC App: (Almost!) Final Draft

Hello All! Our working group's efforts on this year's BFC application are finally ready for tentative review by your eager brains. Grab your favorite relaxing or stimulating beverage, perch yourself in a recliner or your stand up desk and have a look see! It's 62 pages long, but don't let that deter you -- most of that is due to my highly inefficient formatting. The 2015 and select portions of the 2012 application are compared in-line with each other and relevant League recommendations / feedback. Please let me know if you have any feedback -- we are hoping to use this application process not only for the Bicycle Friendly Community designation but also as a tool for reflection. That in mind, one of our agenda items for next week's meeting is to review takeaways from this application. If you have a takeaway from your reading or a project you would like to suggest we assign to one of our committees, please email these to me for inclusion in our talks next week! TAP grant intent to apply application

View in a HTML capable client to see the original version.\r\n\r\nHey folks, Attached are the written parts of the intent to apply for a TAP grant to do the SR 705 corridor from the Willlodale intersection to the roundabout on the mileground. We are going to ask for the maximum of $500K. The deadline for application is this Friday January 15, Please read over and make any suggestions ASAP so I can make modifications and get it to Jeff Mikorski for submission. In preparing this grant, some discussion with some of you has made it clear that having the bike board review our commuter map and modify it according to changes in the infrastructure since 2012, especially connections to this proposed corridor. This will be an exciting project for the board to take on and hopefully generate more grant's to improve Morgantown's bicycle infrastructure. Problem with listserv: SPAM filters are culling our messages

Hello all, I noticed a marked increase recently in the percentage of emails sent through our list which are filtered into my spam folder. I also received notice that a number of you are experiencing the same. Not sure what we can do about that from an administrative standpoint, so I am strongly encouraging everyone to periodically check your spam folders to review any messages that may have fallen through the cracks. For a (hopefully) better and more permanent solution on an individual level, consider creating a filter to never send our messages to your spam folder. If you or your organization uses Gmail here are some instructions on how to do such a thing: In the Gmail web interface, you'll see that this email was sent to " bikeboard(a)bikemorgantown.com". Next to the "to bikeboard" you'll see a drop down arrow. Click that arrow. At the bottom of the drop down you'll see a hyperlink titled "filter messages from this mailing list". Click the hyperlink. A new pop up that follows allows you to click another hyperlink at the bottom titled "Create Filter with this search". Do that. You'll then see a list of checkboxes. Check the box "Never send it to spam", and then hit the button "create the filter". That should take care of all messages in the future. This will theoretically open you to some security vulnerability if a person on our list is compromised by a cyber attack. However, seeing as I haven't witnessed this happen once over the past 6 months on this list, I'm betting the chances are slim. Stay vigilant yet open, Drew

Hi everybody! I mentioned at our meeting last night that Point Pleasant has a very active cycling group<http://wvhub.org/in-point-pleasant-locals-push-trail-system-project-to-boos…>. They’re considering applying for BFC status, and Gabe Roush, one of their committee members, has asked the Bike Board to take a look at Point Pleasant’s bike ordinance for suggestions, improvements, etc. (see Gabe’s email below). I attached the ordinance to this email as a pdf, or you can find it online here: Point Pleasant Bike Ordinance<http://www.ptpleasantwv.org/Main_Pages/Codified%20Ordinances/Adobe%20PDF/D%…> One thing I noticed – this ordinance requires cyclists to ride as far to the right as possible. Seems like something they may want to change? There is also no mention of the 3 foot passing law. 373.05 RIDING ON ROADWAYS AND BICYCLE PATHS. (a) Every person operating a bicycle upon a roadway shall ride as near to the right side of the roadway as practicable, exercising due care when passing a standing vehicle or one proceeding in the same direction. Ordinance experts (Jonathons or others) – would you be able to give Point Pleasant some feedback/suggestions for their bike ordinance and/or point them to some awesome ordinances (in WV or other states)? FY14 Transportation Alternatives Intent-To-Apply

Note that the $1.2 million figure was a simple entry error by the city when submitted, but it didn't jeopardize the final application. Infrastructure projects for grants

At the 12/3/15 BB meeting, I took an action item to identify infrastructure projects for which to apply for grants. The top 3 are: 1. Bicycle lane on both sides of WV 705 from Willowdale Road to Mileground Road. 2. Campus Connector from Grant Avenue to the WVU Evansdale campus. 3. Health Center Connector from old North Fire Station to Law School, Health Center, University Park and Mountaineer Field. These were Engineering recommendations in our 2012 Greater Morgantown Bicycle Plan. In the attached Excel file, I sorted all the Engineering projects in order of the priority that they had in the Bicycle Plan and then marked in bold font those that are not already being addressed or are not exactly infrastructure projects. Some of this is arbitrary and others may disagree. I added a column of comments to explain my recommendations. Of course, this is only useful if we apply sufficient BB resources to win grants. Frank

Hello folks! I had a stroke of inspiration to use a school assignment for our cause. I was tasked with a digital storytelling project and decided to put something together for our sharrow education campaign. I'd love your feedback on it and, if you think we could use this format for other topics, a list of some new ideas. I used a program called Adobe Voice to create it, and rather than send you all a 100mb file over email they graciously hosted it on their site (note: I currently limited viewing to those who have a link so please don't spread this too far before everyone gets a chance to chime in). I am particularly interested in hearing from you if you would be hesitant to publish this -- WVU libraries saw it (my professor is a librarian) and they were hoping to publish it on their pages / youtube account. The student population in Mon County is growing, Elementary school in Suncrest being expanded. > b. A CDC Study (MMWR 2005) indicated that threats of violence is not the biggest deterrent to students walking to school. Rather it is distance (61.5%), traffic related danger (30.4%), weather (18.6%), crime (11.7%), and school policy (6.0%). > c. Former Mayor Selin indicated that each and every school has housing nearby that will have young people interested in and able to walk to school. > d. The Mon County Schools currently invests $240k annually to traffic control (crossing guards). > e. Consolidated schools make commuting more difficult. However, the Board of Ed is willing to install sidewalks on their properties. > f. An interest exists in having Suncrest Primary School connect to trail, although there is a concerned about the steepness of hill going down to the trail. The School Board would want to meet ADA requirements. It is possible that if Collins Ferry Road were to be made more walkable, which might quality as an alternative route for people with disabilities. Bill Reger-Nash reported that MRTC and the Bicycle Board may have procured a grant to upgrade Collins Ferry down to the trail. > g. Chairman Cross indicated Timberline Apartments interested in accessing the trail. Dr. Devono was not aware of any overture being made to the School Board about working cooperatively to develop a trail with switchbacks behind Timberline and the Suncrest School. > h. Dr. Devono reported the Mon County Schools Clerk of Works met with Ella Belling and trails committee to discuss this linkage. > i. The Federal Department of Energy seems to own land that Collins Ferry crosses. > j. Eastwood School has $50k for infrastructure, some of which can be devoted to sidewalks. It was suggested to use the MPO engineer to assist the schools with doing an audit of the area for walking/biking. > k. Bill Austin reports that DOH is installing a sidewalk from Hartman Run Road to the Eastwood School. > l. Bill Reger-Nash suggested that a need exists for a Mon County Schools Safe Routes to Schools Committee to work on these issues. Dr. Devono indicated there is a Mon County Schools Safety Committee (one countywide and one in each school) that might serve that function. > m. Concern was expressed about parents and students willingness to walk to school. It was suggested that a social marketing campaign is an avenue to change knowledge, values, attitudes, behaviors, policies and environments. > n. Passed by unanimous voice vote *III. **-**Guest speaker Dr. Frank Devono, Superintendent, **provided informative perspective on the Mon County Schools and walkability * *a. **The student population in Mon County is growing, Elementary school in Suncrest being expanded. * *b. **A CDC Study (MMWR 2005) indicated that threats of violence is not the biggest deterrent to students walking to school. Rather it is distance (61.5%), traffic related danger (30.4%), weather (18.6%), crime (11.7%), and school policy (6.0%). * *c. **Former Mayor Selin indicated that each and every school has housing nearby that will have young people interested in and able to walk to school.* *d. **The Mon County Schools currently invests $240k annually to traffic control (crossing guards). * *e. **Consolidated schools make commuting more difficult. However, the Board of Ed is willing to install sidewalks on their properties. * *f. **An interest exists in having Suncrest Primary School connect to trail, although there is a concerned about the steepness of hill going down to the trail. The School Board would want to meet ADA requirements. It is possible that if Collins Ferry Road were to be made more walkable, which might quality as an alternative route for people with disabilities. Bill Reger-Nash reported that MRTC and the Bicycle Board may have procured a grant to upgrade Collins Ferry down to the trail. * *g. **Chairman Cross indicated Timberline Apartments interested in accessing the trail. Dr. Devono was not aware of any overture being made to the School Board about working cooperatively to develop a trail with switchbacks behind Timberline and the Suncrest School. * *h. **Dr. Devono reported the Mon County Schools Clerk of Works met with Ella Belling and trails committee to discuss this linkage. * *i. **The Federal Department of Energy seems to own land that Collins Ferry crosses. * *j. **Eastwood School has $50k for infrastructure, some of which can be devoted to sidewalks. It was suggested to use the MPO engineer to assist the schools with doing an audit of the area for walking/biking. * *k. **Bill Austin reports that DOH is installing a sidewalk from Hartman Run Road to the Eastwood School. * *l. **Bill Reger-Nash suggested that a need exists for a Mon County Schools Safe Routes to Schools Committee to work on these issues. The others are on Sabraton Ave. and farther away from the Decker’s Creek Rail Trail crossing on Green Bag. o Round Abouts are designed to keep vehicles moving and therefore the Green Bag Road Round Abouts will impinge on the Deckers Creek Rail Trail crossing.
