FYI, I submitted the following comments after attending the WV 7 / CR 857 intersection improvement open house presented by WVDOH Wednesday, October 7, 2015, 4:00 - 7:00 pm at Marilla Park Recreation Center. > Thank you for your diligence and creativity in developing alternative improvements for the CR 857/WV 7 intersection and thank you for inviting public comments. > > Over the period 2008-2015, Morgantown Police reported 18 crashes between motor vehicles and bicycles. Two of those crashes occurred at crossings of the Deckers Creek Trail with roadways. One of those crashes occurred at the crossing of the Deckers Creek Trail with CR 857. I am happy to see a crosswalk there and a pedestrian crossing signal planned. Currently, I believe motorists and bicyclists are confused about who has the right of way in the existing crosswalk. While there exists a sign showing a pedestrian, I recommend a placard be added, "Yield to Pedestrians in Crosswalk". > > Currently, sometimes the only opportunity to cross is when traffic is stopped and backed up by the red light. All the proposed alternatives will probably result in continuous motor vehicle flow. Therefore, the proposed pedestrian crossing signal should be more than a flashing yellow light. It should enable pedestrians and cyclists to trigger a red light. Some people will object that a red light will interrupt the smooth flow of motor vehicles. The problem with trying to cross is that the motor vehicles are going too fast. If WVDOH elects to not install a pedestrian/bicyclist activated red light, then I would recommend that the crosswalk be on a speed table (speed hump) that limits traffic speed to 10 mph and include prominent signage, "Yield to Pedestrians in Crosswalk". > > All the alternative descriptions say, "Ten foot sidewalks plus 2' detectable wearing surface, suitable to accommodate pedestrians and bicycles". Morgantown code 373.08 (c) prohibits persons fifteen or more years of age from bicycling on sidewalks. Of the 18 crashes reported by Morgantown Police 2008-2015, 6 involved bicyclists riding on sidewalks. All alternatives should be designed so that bicyclists can travel safely in all travel lanes. This can be accomplished by limiting speed to maximum of 25- 35 mph, by ensuring that cyclists are clearly visible and that motorists are aware that bicyclists may use any lane. R4-11 signs (Bicycles May Use Full Lane) installed in accordance with the MUTCD are appropriate. > > The City of Morgantown, Monongalia County and the State of WV all have Complete Streets policies that support making the CR 857/W7 intersection as safe for bicyclists and pedestrians as for any other user. BFC Application: Meeting 2 Doodle and updates

Hello all! Our first meeting went well, with Frank, Damien, Chip and Drew (me) attending on Friday. We are still looking for contributors! If you get a chance, please take a look at the application and see where you can plug in. Biggest thing to note: the *blank* application is 30 pages this year -- up from around 18 filled out and submitted in 2012. There are seven sections: Community Profile, Engineering, Education, Encouragement, Enforcement, Evaluation and Planning, and Final Overview. Contributors for some of these may be more obvious than others. We would like to assign one point person for each section plus one or more for external documents (MTB volunteer community//ABRA narrative, bike plan, map, grant overviews, etc). I have volunteered to be responsible for the application overall. Bike Board-- Please attend the Morgantown City Council Meeting on 9/29 6:30 pm

Hello Bike Board! As you may recall, the BB helped the city of Morgantown apply for and receive a FY14 WVDOH Transportation Alternatives grant for "Enhancing Bicycle Signage and Facilities," which will allow the city to install sharrows and "Bicycles May Use Full Lane" (BMUFL) signs on selected corridors throughout the city. I encourage you to attend Tuesday night's City Council Committee of the Whole meeting, beginning at 7 pm, to hear City Engineer Damien Davis outline the history, rationale, and details for implementing the grant. These details have been submitted to the DOH, but the city provides some monetary matching funds and installs the sharrows and signage once it has authorization to do so. BB folks, Congrats to Highmark WV! I'd like to consider talking to Fred or Highmark to see if they have any baseline and ongoing data collection to evaluate the effectiveness of their program and productivity of their program. Drew is going to get me an updated list of the members- http://bikemorgantown.com/bikeboard.php We never posted the minutes on the site, but the reports to the Traffic Commisioner had been, someone get these to me and I will update them- http://bikemorgantown.com/tc_reports.php We could put a link to the city's page where the minutes are as well. The Commuter Map needs redone, google changed the way they do things- http://bikemorgantown.com/route_map.php That's more than a start. Lots more *could* be added, if someone has News or Articles to share...

Finally, regarding the google maps issues – if anyone is familiar with the new embedding process it looks like we need to update either our KML content or use a new version of Maps: While using Google Maps, you might have received a notification saying "Some custom on-map content could not be displayed." That’s because a certain type of content isn’t available anymore in the classic version of Google Maps or in maps embedded on other websites from the classic version of Maps. The content type that’s no longer available is KML, the file format Google Earth uses for the exchange of geographic information. If you're the owner of a custom map with KML content, you need to update your content. Or, you can import your KML content into My Maps.
