BB against bike lanes?

At the last BB meeting, in response to a statement that the BB is opposed to bike lanes, I mentioned presentations that the BB has made to various bodies including City Council and the MPO. Slides 13 - 23 discuss bike lanes and where they make sense. This presentation was delivered to the conference of WV MPO's in Oct. 2010. An almost identical earlier version was presented, September 2009 to the Morgantown Monongalia MPO. The whole world is learning how to accommodate bicycles and bike lanes are only one option. Countries such as Germany that had many bike lanes and bike paths has removed many that they have found made cycling less safe. We should all learn from others' experience. Quoting from page 17 of the Greater Morgantown Bicycle Plan, "Bike lanes are appropriate · on arterials where the speed difference between motor vehicles and bicycles is high (>15 mph) and · there are no or few collectors and · collector traffic volume is low." (A collector is a side street.) But also quoting from page 17 of the Greater Morgantown Bicycle Plan, "Bike lanes may increase the incidence of crashes at crossings because cyclists are less visible in the bike lane than in the travel lane. Three common causes of crashes at crossings are the “right hook”, “left cross” and “drive out”. Right hook: motorist looks left turns right into cyclist in the bike lane. Left cross: motorist turns left into a cyclist in the bike lane who was obscured by the motor vehicles in the travel lane. Drive out: motorist pulls out in front of the cyclist in the bike lane because the motorist’s view of the cyclist was obscured by parked cars to the right of the bike lane or trees, shrubs and other obstacles in the sight line between the motorist and the cyclist in the bike lane. With more motorists talking on cell phones, texting, looking at their GPS and other distractions, it becomes ever more imperative that cyclist visibility not be compromised by positioning the cyclist where he or she can’t be seen. Bike lanes can lead both motorists and cyclists to believe that bicyclists belong in the bike lanes and not on the roadway. When a bicyclist chooses to move from the bike lane into the travel lane, the belief that the bicyclist belongs in the bike lane can lead to conflicts, crashes and injury. When bike lanes are installed the following actions should be considered to preclude these conflicts: Terminating the bike lane sufficient distance from intersection to enable the cyclist to safely merge into travel lane in advance of the intersection; Appropriate signage warning motorists that cyclists may merge at probable merge points, signage informing motorists that cyclists may use the travel lane, enforcement including citing motorists that do not yield to cyclists where appropriate and education campaigns including billboards, TV spots, radio PSAs and newspaper articles to educate motorists and bicyclists that it is lawful and indeed safer sometimes to merge from the bike lane or bike trail onto the roadway." Whereas, Bicycle Friendly Communities attract highly educated residents that create diversified robust local economies; Whereas, the City of Morgantown has been recognized by the League of American Bicyclists as a Bicycle Friendly Community; Whereas, the City of Morgantown has a vision that all residents can enjoy bicycling safely and fearlessly anytime, anyplace for any reason; Whereas, Morgantown has a goal that by 2020, 5% of all trips in and through Morgantown will be made by bicycle; Whereas, Morgantown is implementing a Greater Morgantown Bicycle Plan to realize its vision and achieve its goal; Whereas, May is National Bike Month; Now, Therefore, I, Jim Manilla, Mayor of the City of Morgantown do hereby proclaim the month of May 2013 as Bike Month in the City of Morgantown and encourage all citizen's to support bicycling within our community and to enjoy this activity's many benefits. Hello BB, March minutes are attached. I just got married, so you'll forgive me for my extreme lateness, right? I printed a few copies. Also, I promised at the last meeting to send the BB instructions to see bike rack locations on the WVU beta map. Bike racks are denoted on the map with a gray box that has a P and a little bike person on it. 4) Not too many clicks, but how would you really know to do that? Today, Chris Fletcher and I discussed Walgreen recognition. Chris did not have any preconceived notions about how it should be done. I explained that the Bicycle Board would like to use this opportunity to inspire other businesses to provide bicycle parking as well as to become bicycle friendly businesses. I said that I didn't think recognition from the BB would be as valuable to businesses as recognition from the City Manager, the Mayor or the Chamber of Commerce. Chris felt that the Mayor would be most appropriate to present the recognition. Chris took an action item to ask the Walgreen developer how they would like to receive the recognition. Chris also recognized the value of Walgreen stating that they installed bicycle parking because it is good for business as well as because the City encouraged them to do so. Gunnar will reconvene the group who is working on the Walk/Bike Transit Map referred to in action item 194. 198. Andrew will seek out a first year WVU cycling student to get involved with the bike board. Gunnar "will hound" WVU cycling as well. :) 199. Damien will request a parking space and/or loading space on street in front of the Met once Traci gets event details about the Festival of Ideas (FOI) event on March 19th at the Met 200. Traci will find out if there will be a bus in front of the met and what exactly the plans are for the FOI event 201. Hi All, Just saw a post about a Saris Rack drawing for schools that register for Bike to School Day on May 8th. Not sure if school is still in session then but if so, could be a good opportunity for South Middle to enter the drawing and potentially win a replacement for the rack. Kasey, Looking ahead assuming HB 3021 passes the House, if we can't get the senate to repeal 17C-11-5 (a) (Far to the Right), perhaps we can get them to amend it to add the exceptions that are in the Uniform Vehicle Code Section 11-1205. Position on roadway and that 33 states have included approximately in their FTR rule. (See pp. 8-25 of WV Connecting Communities Legislative Agenda: Proposed Bicycle Legislation Changes.) If the senate will not repeal 17C-11-5 (a), a recommended fall back position could be to replace the current 17C-11-5 (a) with the following: Any person operating a bicycle upon a roadway at less than the normal speed of traffic at the time and place and under the condition then existing shall ride as close as practicable to the right-hand curb or edge of the roadway except under any of the following situations: 1. When overtaking and passing another bicycle or vehicle proceeding in the same direction. 2. When preparing for a left turn at an intersection or into a private road or driveway. 3. When reasonably necessary to avoid conditions including but not limited to: fixed or moving objects; parked or moving vehicles; bicycles; pedestrians; animals; surface hazards; or sub-standard width lanes that make it unsafe to continue along the right-hand curb or edge. For purposes of this section, a “sub-standard width lane” is a lane that is too narrow for a bicycle and a motor vehicle to travel safely side by side within the lane. 4. When riding in the right-turn-only lane. Such an amendment could mitigate most of the risks (see attached talking points) to which the current FTR language subjects bicyclists. Please feel free to open this up to our complete distribution list. I didn't do so because I didn't want to create confusion if you and/or Gary don't think this recommendation makes sense. As of now, HB3021 has a four-foot passing requirement for motorists and repeals the mandatory bike path language. The far to the right repeal that we want in the bill was not amended back in and faces major opposition. Again, I am very happy with the dialogue this bill has created regarding cycling in our state. And, not just for recreation but a dialogue about biking to work, school, and errands. > The bill is expected to pass the House but it is always nice for your Delegates to hear from their constituents. If you have a minute or two and feel comfortable calling your Delegate, now is the time to do so :). > I will keep you posted on what happens tomorrow and the plan for the Senate. > If any of you have a Complete Streets update, please let me know. Hey guys, Just saw the news that TripAdvisor now has a Morgantown, WV site through a partnership with the Greater Morgantown Convention and Visitors Bureau. If they don't have any cycling info there, we should add this to our agenda on Thursday.
