Wes, In September, when I asked you to be the Traffic Commission member on the Bicycle Board, you said that Thursday nights (the BB meets first Thursday of month 6:30-8:30 pm) were not good for you because you were working on the Mainstreet Economic Restructuring Committee on Thursday nights. If that situation has changed, I would like you to reconsider joining the BB. In the past, having our Traffic Commission member also be a City Councilor resulted in BB efficiency and good alignment with Council. David McKain has expressed interest in joining the BB. You and he seem to be well connected. Perhaps his being the TC member on the BB might also serve to optimize our alignment with Council. No other TC member has expressed interest in joining the BB. Thus pedestrian/bike infrastructure projects provided a bigger bang for the buck in job creation! For these reasons I ask the state invest in its residents and taxpayers, who have borne the burden of unwisely spent transportation dollars for far too long." * ** I strongly feel that accommodations for cyclists, pedestrians, and alternative forms of transportation will benefit WV. As a cyclist, pedestrian, user of public transportation, and an automobile driver, I fully understand the multiple modes and how having more options is valuable. Cycling promotes health, reduces road wear, increases air quality, reduces traffic congestion among many other benefits. Generally, cyclists who are commuting to work tend to be well educated. A young, motivated, educated, and healthy workforce has also been known to attract some large positive businesses to communities. If I remember correctly, I believe that a large reason that Dell Computers located near Austin, TX had alot to do with bicycle commuting, health, and active workforce. Imagine if this could begin happening in WV! We've got that choice to market ourselves how we choose. Why don't we start allocating more resources for cycling and pedestrian options? Christiaan's suggestion of a minimum of 5% from the Road Bond would go a long way. Jonathan, Do you think I should e-mail the link, http://db.tt/2NaSlSZ4 to all the Councilors? That wasn't my plan because Terrence didn't want to do that. I was hoping each of the BB members would contact their Councilor and provide and discuss the plan. I did so with my Councilor, Bill Byrne. I don't know if it's scheduled. Terrence told me it was scheduled for the 2/28 COW but the schedule is not published at http://www.morgantown.com/council-docs.htm for that meeting. I spoke with City Clerk Linda Little this morning and she told me that the agenda for next Tuesday won't be finalized until this Thursday afternoon. The reason I mention this is that I had understood that I was on the agenda for the 1/31 COW and only found out 1/26 when I requested the City Manager's Administrative Assistant to make copies of my presentation that I wasn't on the agenda. Hugh has made many great contributions including bike parking around WVU campus, Share the Road signs around campus, Mountaineer Station, bike parking around town, acting on the BB's behalf for the Mon Blvd. bicycle climbing lane, advocating for cyclists as a member of the MPO Citizens Advisory Committee, establishing bicycling education at WVU (we currently have 31 people enrolled for this semester's cycling classes) and as WVU Director of Transportation and Parking, advocating bicycling to both the University and the City. Frank, et al, I'd be happy to offer any help I can from Positive Spin which would include video presentation, class presentation, practice bikes and riding course materials (markers, signs, etc). We could structure it like we've done our Safe Routes classes where we set up a practice course for the kids to ride in the main area of the parking lot and have an area to the side for first-time riders who are learning to balance on 2 wheels. I have this described in a proposal that we usually send out to the schools where we do the classes. I would recommend that if it's for grade school ages (7-10 years) we do it inside the gym. If there's adequate interest and volunteers we could have a skills course outdoors for older kids. The video and class material are pretty much the same for all ages up to high school, since most kids haven't had it.
