Please find attached a draft monthly report to the Traffic Commission and a draft agenda for next week's BB meeting. Please review these documents and give me your concurrence or your recommendations for changes.
One item in the report to TC is that the City Manager is planning to review Bicycle Plan progress at the November 27 City Council Committee of the Whole. Do you think we should attend?

I think it would be good to have some of the bike board present at the council meeting to be able to answer questions should they arise. Our prescence might inspire more thoughtful discussion from the council. I can be there.

The West Virginia Division of Highways (WVDOH) is pleased to announce the
opening of its electronic application system for the submission of FY2013
grant applications, a two-phase process consisting first of an
Intent-to-Apply and, upon WVDOH acceptance of the Intent-to-Apply, a more
detailed Application package. At this time you will only be able to
complete and submit your Intent-to-Apply. The Application package is
still under development, but will become available later in the fall as
organizations complete and submit their Intent-to-Apply forms and receive
authorization to complete and submit an Application package.
As some of you may be aware, a new transportation bill (Moving Ahead for
Progress in the 21st Century, or MAP-21) was enacted this summer resulted
in deep changes to the WVDOH’s non-traditional grant programs. While WVDOH
staff has read and attempted to interpret MAP-21, guidance has not yet been
distributed by the Federal Highway Administration (FHWA). This has
required the WVDOH to take a very conservative approach to the new bill;
please be aware that future state and federal interpretations of MAP-21 may
require revisions be made to WVDOH policies and procedures that are
presently reflected in the Intent-to-Apply form.
The important changes that an organization needs to be aware of before
beginning the application process are:
The Safe Routes to Schools Program (SRTS), which was a 100% federal program
requiring no local funds, has been eliminated. A new eligible category
under the Transportation Alternatives Program (more on that later) has
replaced the SRTS program. Be aware that this now means, if you apply
under the Transportation Alternative category similar to the former SRTS
Program, a grant award must be matched at an 80/20 ratio, requiring a local
match.
The Transportation Enhancement Program (TE) has been replaced
by the Transportation Alternative (TA) Program. TE-eligible categories
have changed as well. “Funding for Bicycle and Pedestrian Education”,
“Acquisition of Scenic or Historic sites” and “Transportation Museums” are
no longer eligible categories. The MAP-21 TA eligible categories include:
‘‘(A) Construction, planning, and design of on-road and off-road trail
facilities for pedestrians, bicyclists, and other non-motorized forms of
transportation, including sidewalks, bicycle infrastructure, pedestrian and
bicycle signals, traffic calming techniques, lighting and other
safety-related infrastructure, and transportation projects to achieve
compliance with the Americans with Disabilities Act of 1990.
‘‘(B) Construction, planning, and design of infrastructure-related projects
and systems that will provide safe routes for non-drivers, including
children, older adults, and individuals with disabilities to access daily
needs.
‘‘(C) Conversion and use of abandoned railroad corridors for trails for
pedestrians, bicyclists, or other non-motorized transportation users.
‘‘(D) Construction of turnouts, overlooks, and viewing areas.
‘(E) Community improvement activities, including—
‘‘(i) inventory, control, or removal of outdoor advertising;
‘‘(ii) historic preservation and rehabilitation of historic transportation
facilities;
‘‘(iii) vegetation management practices in transportation rights-of-way to
improve roadway safety, prevent against invasive species, and provide
erosion control; and
‘‘(iv) archaeological activities relating to impacts from implementation of
a transportation project eligible under this title.
‘‘(F) Any environmental mitigation activity, including pollution prevention
and pollution abatement activities and mitigation to—
‘‘(i) address stormwater management, control, and water pollution
prevention or abatement related to highway construction or due to highway
runoff; or
‘‘(ii) reduce vehicle-caused wildlife mortality or to restore and maintain
connectivity among terrestrial or aquatic habitats.’’
The Recreational Trails Program is the least changed of the WVDOH
non-traditional grant programs. The major changes are that all grant
funding is now lumped together under the TA Program when apportioned by the
Federal Highway Administration; a portion is then set aside for the
Recreational Trails Program (while the remaining Transportation Alternative
Program funding goes to the other types of Transportation Alternative
projects).
The application process itself has also changed. There is now one
Intent-to-Apply format and one Application format. You will be asked if
you are applying for Recreational Trails Program funding; if that box is
checked, then a set of questions relating only to that program will
appear. If you do not check the box, the application is recognized as a
Transportation Alternative project.
In addition, the eligibility of organizations that have applied to the
WVDOH non-traditional grant programs in the past has changed considerably.
Eligible organizations include: local governments; regional transportation
authorities; transit agencies; natural resource or public land agencies;
school districts, local education agencies, or schools; tribal governments;
any other local or regional governmental entities with responsibility for
or oversight of transportation or recreational trails (other than a
metropolitan planning organization or a state agency) that the state
determines to be eligible. The most significant change is that the State
DOT, state agencies in general and non-profits may no longer be eligible
sponsors. The WVDOH encourages organizations that now find themselves
ineligible under MAP-21 to partner with organizations that are eligible;
this is the only way that ineligible organizations under MAP-21 can
continue to participate in the non-traditional grant programs.
There is only one set of dates for the submission of the Intent-to-Apply
and the Application package: all Intent-to-Applies will be due by November
15, 2012, and all Application packages will be due by February 15, 2013.

Bike Board Members,
We received very little interest in the Building Blocks for Sustainable
Communities bikeshare program. Our intent was to get community, city,
stakeholders to sign our Letter of Interest to the EPA to show support and
willingness to attend a 1-2 day EPA-hosted workshop on planning a bikeshare
program for Morgantown. Only Nick Hein said he would like to be included.

I really want to thank Traci, Butch, Damien, Emily, Nick, and Frank for

for folks next year, and we can use our gathered knowledge to educate our

Hi all,
The Morgantown Municipal Bicycle Board (“Bicycle Board”) is writing to let
you know about an exciting opportunity to participate in an Environmental
Protection Agency (EPA) funded Building Blocks for Sustainable Communities
program and to request your willingness to attend a one or two day workshop
designed to explore the potential for creating a bikeshare program here in
Morgantown. We are drafting a two-page Letter of Interest due to the EPA
on October 26th upon which we'd like your signature. To be included on
this letter, simply reply to this email stating you would like us to
include your name on the Letter of Interest.
First of all, what is a bikeshare program? According to the Federal
Highway Administration, it is an “innovative transportation program, ideal
for short distance point-to-point trips providing users the ability to pick
up a bicycle at any self-serve bike station and return it to any bike
station located within the system’s service area.”[1]<#13a56d5c15bfa34b__ftn1>
As you may know, the Bicycle Board is actively working to reduce
automobile congestion, improve air quality, and increase overall public
health and quality of life. Due to our efforts, Morgantown was named in
March 2012 as a Bronze-Level Bicycle Friendly Community by the League of
American Bicyclists. To continue with that momentum, we feel the now is
the best time to consider a bikeshare program in Morgantown.
The technical assistance we plan to apply for with your support is offered
through the EPA’s Building Blocks for Sustainable Communities Program. It
will provide quick, targeted technical assistance to selected local
governments and communities by using a variety of tools developed by the
EPA. These tools have shown positive results in communities across the
country to reach development goals, improve quality of life, and become
more economically and environmentally sustainable.[2]<#13a56d5c15bfa34b__ftn2>
The specific tool we are requesting is technical assistance in planning a
bikeshare program. If we are one of the 44 communities selected, we will
receive technical assistance in early 2013 including:
- · A one day workshop with an evening session open to the
public and morning/ afternoon sessions with local government and other key
stakeholders,
- · Direct consultation with relevant decision-makers,
- · A memo outlining specific steps to implement the ideas
generated during the site visit.
A key component to the success of our application is the support of local
stakeholders and decision makers, such as yourself, with a commitment to
attend the workshop and planning sessions. It’s important to emphasize
that we are not asking for you to support a particular bikeshare
program. However,
we are asking you to support the opportunity to explore the feasibility and
options for such a program in Morgantown with members of the Bicycle Board

Basically, they're not going to do anything different than they originally planned. Except perhaps that they've decided on 11-foot travel lanes with 4-foot shoulders whereas what Bryan said a first was 11-12 foot travel lanes and 3-4 foot shoulders.

Good morning Terrence,
This would seem to be a most opportune time to install the Mon Blvd. bicycle climbing lane along with the no parking signs. Since the no parking signs will not extend below the PRT track, we are concerned that now cars will park on the the shoulder below the PRT track and block the bike lane. For bicyclist safety, the most critical segment of the bicycle climbing lane is from the curve to the top of the hill.

If I were given 11' with 4' shoulder, I would ride 6" to left of white
line, still enough room to pass at 25mph (I'm guessing that's the speed
limit?). Some drivers will expect me to have been on the shoulder, but
nothing to do there.
I rather disagree that 14' would encourage higher speeds, as 11' is already
a "super highway" IMO when I'm driving in WV.
A quick google search yielded this document, which I noted a couple things.

2nd to last para on page 3 says "A traffic lane used by buses should be no
narrower than 12 feet in width."
Multiple studies cited in the article show around a 1mph reduction in speed
per 1' of land width reduction, with studies centered around 13' lane
width. I interpret that as fairly inconsequential.
Given these factors, with the aspect of the crown preventing off centering,
I would suggest the uphill side to be striped to 13' with 2' shoulder. The
downhill side can match, or be as was proposed. 13' is certainly shareable
in practicality, whether AASHTO says its 14' or not.
I should measure these roads up here. There're wide but not 14' and I have
very few issues sharing them with traffic speeds at 25-35mph during 'rush
hours' (7:30am, noon, 4pm)
