Thanks to Bill Austin for having my back at tonight's City Council meeting. Sorry no other BB members attended. It was a fun show.
Mayor Jim Manilla read the Bike Month proclamation but it was somewhat different from the proclamation I wrote and that you reviewed and approved. The one he read omitted the Bike Month activities and dates that we had in there. In the acceptance speech that I'd written beforehand, I encouraged them to participate in Bike to Work week and Bike to Work day. I …
[View More]laughed when then Mayor Manilla asked me for the dates of those. I read them from the original proclamation that I'd submitted. Encouragingly, he wrote them down.
After the City Clerk read the resolution to adopt the Bike Plan, Mayor Manilla thanked the Bicycle Board for writing the plan and said that it was excellent. Terrence acknowledged Bill Austin's presence and reminded Council that they'd received a message from Bill saying that the MPO would use the Bicycle Plan in its planning process. Jenny Selin said that she visits high schools and tells high school students that if they want to see how boards conduct meetings and accomplish tasks, the BB is a good example. With no further discussion, the Council voted unanimously to adopt the plan.
Near the end of the meeting the Councilors give individual reports from their wards. Bill Byrne, Sixth Ward councilman and former mayor said that Brian Mollohan is a cyclist that called him to thank the City or WVDOH for cleaning the shoulder on Rt. 119 up the hill to WalMart.

Then, the Bicycle Board must present the recommendations to the Traffic Commission. If the Traffic Commission accepts the recommendations without changes, then the Traffic Commission may take them to the City Council. Following established procedures, I would estimate that the City Council will receive the recommendations by July at the earliest.

> Perhaps you can help me out on something. If a runner, or a runner pushing a baby carriage collides with a pedestrian on the sidewalk in the business district, what ordinance is pertinent? The reason I ask is that unicycles are quite different from skateboards. Unicycles only go as fast as the unicyclist can pedal. There are no gears so the only speed multiplier is the size of the tire and it doesn't provide much speed multiplication. Unlike skateboards, unicycles do not coast. Also, if a unicyclist gets separated from his or her unicycle (i.e. falls off) the unicycle comes to an immediate stop unlike a skateboard which usually continues to roll on without its skateboarder. Therefore, the reason I ask what ordinance(s) apply to runners is that a unicyclist is more like a runner than a skateboarder. (I'm copying the BB unicycle committee because they have struggled with this question.)

Since we currently prohibit skateboarding on the sidewalks in the downtown business district and also bicycles (downtown and otherwise, if over a certain age), it would seem to be consistent to move forward with the unicycle ordinance. So I guess that is the "driver" prompting the attorney, because I think the PD has been asking......if all this makes sense.

Good morning,
Congratulations to everyone on the board who herded this application through the process, and to the people who are riding bikes more often - the most effective bike advocacy. I apologize for not being able to help in the application process, but for the upcoming task list I am available to help in whatever way you need.
Thanks again.

So, we've earned a celebration of LAB's recognizing us as a BFC. I'll bring the Kool Aid.
Then, we need to:
1. Create a press release.
2. Decide if we want to do an award ceremony and if so, plan it.
3. Get/make photos and draft a community profile for www.bicyclefriendlycommunity.org .
4. Review LAB feedback and update the Bicycle Plan.
5. Get money to implement the Plan.
PLEASE REPLY-TO-ALL AND WRITE YOUR NAME ABOVE BESIDE THOSE ITEMS WHOSE ACCOMPLISHMENT YOU WILL LEAD.

Good morning,
I've got some exciting news that DOES NOT have to be kept secret, in fact I hope you'll blab this to everyone you know because this team of WVU engineering students deserve immediate and enthusiastic recognition for what they've done, which is this. In last week's American Society of Mechanical Engineers' (ASME) Human Powered Vehicle Challenge (HPVC) they competed with a trike of their own design and construction and finished 7th among 32 schools. How they did so well …
[View More]is impressive too, they focused on getting the basics - wheels, drivetrain, steering - working well. In the endurance event their vehicle kept running while faster and more exotic ones were breaking down and crashing. This was a major factor in their final score - which was determined by a combination of design, safety, practicality and speed criteria.
I'm not sure if there's a place for things like this on BFC applications, but to everyone at the competition it put Morgantown on the map as a place for bicycling.
There will be a team presentation tomorrow at the Engineering Campus. I'll post details on the Facebook page for Positive Spin when I get them.
Thanks.
