No person may travel on the public right-of-way by skateboard, roller skates, sled, or similar deviceon roller skates or riding in or by means of any sled, toy vehicle, skateboard or similar device shall go upon any roadwayexcept while crossing a street in a manner permitted for pedestrians or on a designated Slow Street.
Vehicle means every device in, upon or by which any person or property is or may be transported or drawn upon a street or highway, EXCEPT DEVICES MOVED BY HUMAN POWER or used exclusively upon stationary rails or tracks or wheelchairs. (WVaC 17C-1-2)
