It was a post by a non-member to a members-only list. People who have received official blessing by the Traffic Commission can be those members. I could allow non-members to automatically post, but then we would be bombarded with spam. I was away from my computer from 3:30 p.m. until after the BB meeting, and his message came in at 4:41 p.m. When this happens to a non-member they get an automated message telling them what happened. So Andrew wrote Frank, who in turn read the letter on Andrew's behalf at the Bicycle Board meeting since he could not be in attendance. This was the appropriate action. At the meeting tonight I believe you mentioned you received his letter; I was wondering about that, and discovered what the situation was after the meeting so I released it from the spool in case other people in attendance at the meeting were wondering about the same thing.
