Good evening, I came across this interesting link tonite. A study in Rotterdam showed that strict enforcement of speed limits on a ~2 mile stretch of roadway resulted in greenhouse gas emissions being lowered 15% with no investment other than enforcement. London, England got a similar reduction but it took congestion pricing, administration, increased buses, sidewalks and bike amenities to do so. The full report is available here:

Not sure if it falls under any current Bike Board activities, but it's always been a high priority for me since speeding cars terrorize non-motorized road users.
