(b) Upon all roadways any vehicle proceeding at less than the normal speed of traffic at the time and place and under the conditions then existing shall be driven in the right-hand lane then available for traffic, or as close as practicable to the right-hand curb or edge of the roadway, except when overtaking and passing another vehicle proceeding in the same direction or when preparing for a left turn at an intersection or into a private road or driveway.
(1) The driver of a vehicle overtaking another vehicle proceeding in the same direction shall give an audible signal and pass to the left thereof at a safe distance and shall not again drive to the right side of the roadway until safely clear of the overtaken vehicle.

Thanks to Butch, Don, Chip and Emily for responding. I called Kasey and said that based on review by me and a few BB members, the bill looks acceptable and that it's OK for her to proceed.Emily, I am probably the last person on the BB that would know how to get a bill passed. I don't know what the WVCC plans to do to get it passed. Kasey is a professional lobbyist as well as a Charleston City Council member-at-large so if I learn anything from her, I'll pass it along. I would imagine it would be good for some people who are knowledgeable of cycling and the law and who know how to converse with legislators to get in touch with them and educate them. I don't count myself as such a person.
