Frank, what a great, detailed report. Can we get this to Donny Williams and the WV DOT electronically? I don't have an email addresses for him.

It seems to me that the WV DOT should be very interested in the possible federal dollars available. Pittsburgh is topographically and otherwise just like Morgantown. BUT we are a "small city" and a "challenged" one, so FHWA might will be interested in us, just as they were interested enough to build the PRT.
