I definitely like surfacing in our mission statement the human and environmental health implications of our mission...I think it adds importance to what we are about

Agree with Greg and Jim, "fearlessly" is redundant.
I've always liked the one-liners.
In essence, my vision is "Morgantown residents choose to ride bicycles anywhere, anytime, for any reason."
Momentum Magazine at http://www.momentumplanet.ca has this one-liner:
"We are a people using our own power for a cooler planet."
I like the multiple inferences you can make into this cool statement, and it fits well into our present times and our future. I think it would make an interesting closing sentence in our vision statement.

But hey.

I think "and fearlessly" can be cut because it is implicitly
redundant
with "safely". Otherwise, I like it as is.

Bike Board Members,
Please give me your feedback on the following suggested Bicycle
Board
vision statement:
All Morgantown residents can enjoy bicycling safely and
fearlessly
anywhere, anytime for any reason. Morgantown residents choose
to
ride bicycles for transportation as well as recreation. Our
state
and our nation recognize Morgantown for the benefits of
bicycling
to our health, our environment, our economy and our quality of
life.
