Last week, all Sunnyvale CA residents received this flier with their sewer and trash bill.  Sunnyvale's City Council even passed a law against harassing cyclists.  

This is definitely a very low cost action to promote bicycling safety but would require the coordination of at least City Council, City Management, MUB and the Police department.
