There are some things to consider.  According to

    a "facilities grant would not consider Bike Racks, shelters, or
    lockers."  Moreover, a Bikes Belong Grant only "will not consider
    grant requests in which our funding would
    amount to 50% or more of the project budget" so we would need
    funding from other sources like the State, City or Sponsors.  Also,
    "support letters from the local bicycle industry would be 
KEY
    to" our "proposal.  Letters from Bikes Belong members—retailers and
    suppliers—will
    strengthen your application."
