Letter makes strong points, but should start with the best stuff. People don't read to the end unless you grab them at the start.

I would start by supposing that we accept Bolyard's suggestion, then show that f bikes were taxed and regulated like cars, based on the valuation of cars by market value and weight, then bikes would yield too little revenue to be worth collecting.

Also strong case that bicycles benefit motorists and public by reducing vehicular infrastructure.
