I'm certainly in favor of us attending any webinar in which we can learn more about traffic engineering. However, when and where did WVDOH say that they can't do anything for bicyclists and pedestrians at University Town Center because it is an interchange? That's news to me.
I'm not a traffic engineer but I don't think University Town Center, specifically the intersection between University Town Center driveway and Chaplin Hill Rd. is an interchange. Maybe I'm wrong but I think an interchange involves ramps and grade separation of traffic streams. Where I-79 crosses Chaplin Hill Rd. is an interchange but I think that's far enough away from University Town Center Dr. that University Town Center Dr. is not part of that interchange.
Furthermore, Perry Keller told me last week that for the new I-79 interchange WVDOH is planning for the new baseball stadium, WVDOH is considering bicycle climbing lanes and share the road signs on descending lanes (or shared lane markings if the state adopts the 2009 MUTCD) entering and exiting the stadium.
