They have some style over the std inverted "U", the stainless will continue to look good with no maintenance and placement looks good, I think the spacing is a little close, between racks 40" instead of 36" would probably allow better access for locking and retrieving bikes, if a double row was installed, for end to end they show 72" with a minimum option of 48", the 48" option would have significant wheel overlap and make it difficult to get to the second row if the first was next to a wall.

RE the racks used by WVU, they were made by Wilson Works and I believe were about the same as the proposed racks at $399 each, considerably more than regular steel that is powdercoated which are about half the cost.  Most inverted "U" racks are shorter than you would think and most bikes don't have top tube quite as high as on Frank's Trek or Pinarello. It would be nice to see a ground view of the park so we could get a better idea of some of the surroundings.

Your hunch is correct - the building next to the racks on the left-hand side of the drawing (in the north-eastern quadrant of the site) is a proposed bathroom facility.

Please review and comment on the proposed bicycle parking amenities included in the Hazel Ruby renovations. In short, plans are to install 10 inverted-U style racks for a total of 20 spaces split evenly in two areas. The two areas are shown enclosed in red boxes on the “site materials” attachment.

The racks will closely emulate our bicycle storage ordinance – they are a stainless-steel variant of the typical inverted U, though their “vertical” sections aren’t exactly vertical and are not parallel.

If possible, please limit your review and comments to only the proposed bicycle parking and not the rest of the site.
