I think it is a wise move to not write a letter now. While the newspaper may have hinted at some Council disgruntlement with the Manager, there is no hard evidence that this is why he has applied at other places. It is important to remember that a City Manager's life is difficult. It's part of the job to deal with turnover on Council's. Dan Boroff's long tenure was very unusual. The last statistics I saw indicated that the average City Manager position turns over about every 5 years and much shorter tenures are not unusual. Mr. Moore may simply be taking a proactive approach in his search for different opportunities.
