Just my personal reaction:
5 x 7 seems too small to me. Would it be legible from the parking lot in front of the business? At least 7 x 9 seems better to me but I don't know the constraints. What are the dimensions of your LAB BFB sticker, Chip? (I can't remember seeing it.)
The font for 2013-2015 seems too large. The thinner letters and different color are good but I would suggest using hieght no larger than the height used for BICYCLE FRIENDLY BUSINESS. Even smaller would be OK. The words convey more important information than the numbers but we want the numbers to be big enough that the business owner and their customers will be reminded that they will need to renew.
How will we update the sticker in future years? Adding years to the bottom of the sticker, rather than pasting over the existing years can show how many years the business has been designated bicycle friendly.
For new BFBs, we should plan a run of stickers each year, e.g. for next year, a sticker similar to the one you attached except 2014-2016 at the bottom, etc..
But, I defer to the BFB team to make the final decisions.

Hey guys, Yeah, I agree with Frank that 5x7 would be too small and also more important to make the Bicycle Friendly Business bigger than the year text. For some reason I can't view the actual image. All I see is many rows of text that were truncated by Google. I'm excited to see the images, so Chip please send to me again.

I also couldn't view the image sent by Chip. The "text" you saw Derek was the actual "decoded" image. If you have the patience, you could view it all, put it in a text file, save, then rename it w/ a .jpg and you should be able to view it. Or someone could just resend it as an attachment rather than embed it in the email (yuck). :)

I agree with Frank's comments about the years being a little smaller. I think with the website now people can figure out it's Morgantown. I disagree about the size and think 5x7 is fine. Window stickers I've seen for businesses are usually about that size (think AAA). Business owners may want the BFB recognition but won't want the sticker competing with their own name/logo.

Attached please find the Bicycle Friendly Business image. Not embedded, not inside a folder in a zip file. Just the image as an attachment.
Sometimes embedded images either get scrambled or if they come through they are so big that it messes w/ your email reader and renders reading whatever text is with it, rather unwieldy.
Let us know what you think of the logo/sticker.
