Our bill just passed out of committee! The 4 foot passing distance was reinstated but attempts to put “far to right” were unsuccessful. The bill now goes to be reported out of committee on the floor of the full House and up for passage by wed next week. Our efforts now need to focus on the full house!

Thanks for your guidance to the Com. Amendments. "This is part of the danger of opening the code to make things better – sometimes it can make things worse!" is one reason I resisted us pursuing legislation without first educating all relevant key stakeholders.
The fact that the very sponsors of the bill moved to amend it to reinstate the requirement that cyclists ride far to the right displays that they may not understand the dangers to cyclists of such a law. It also displays that they may not believe that cyclists have the same rights to the road as motorists but rather that bicyclists should get out of the way.
