I was on that committee, then Frank asked privately if I would yield my position to him. I agreed which I thought replaced me with him though I'm happy to stay on the committee if help is needed. Might have been better to do this at a meeting, or for Frank to announce that it had been done while he was president. -------------------------------------------

I sure can use some help! Since you and Jonathan are on this committee, could you please help me find the WV code that pertains to crossing the double yellow line? I found it in 2009 but lost it and can't find it in the code now. The code is at http://www.legis.state.wv.us/WVCODE/Code.cfm?chap=17c&art=1 .

§17C-7-3. Overtaking and passing vehicle proceeding in same direction -- Passing on the left generally; penalty. (a) The following rules shall govern the overtaking and passing of vehicles proceeding in the same direction, subject to these limitations, exceptions, and special rules hereinafter stated. (1) The driver of a vehicle overtaking another vehicle proceeding in the same direction shall give an audible signal and pass to the left thereof at a safe distance and shall not again drive to the right side of the roadway until safely clear of the overtaken vehicle. (2) Except when overtaking and passing on the right is permitted, the driver of an overtaken vehicle shall give way to the right in favor of the overtaking vehicle on audible signal and shall not increase the speed of his or her vehicle until completely passed by the overtaking vehicle. (b) Any person violating the provisions of this section is guilty of a misdemeanor and, upon conviction thereof, shall be fined not more than one hundred dollars; upon a second conviction within one year thereafter, shall be fined not more than two hundred dollars; and upon a third or subsequent conviction, shall be fined not more than five hundred dollars.
§17E-1-3. Definitions. (34) "Serious traffic violation" means conviction for any of the following offenses when operating a commercial motor vehicle: (A) Excessive speeding involving any single offense for any speed of fifteen miles per hour or more above the posted limits; (B) Reckless driving as defined in section three, article five, chapter seventeen-c of this code and careless or negligent driving, including, but not limited to, the offenses of driving a commercial motor vehicle in willful or wanton disregard for the safety of persons or property; (C) Erratic or improper traffic lane changes including, but not limited to, passing a school bus when prohibited, improper lane changes and other passing violations;
§17C-14-9a. Approaching authorized emergency vehicles; penalties. (a) The driver of any vehicle approaching a stationary authorized emergency vehicle, when the authorized emergency vehicle is giving a signal by displaying alternately flashing red, red and white, blue, or red and blue lights or amber or yellow warning lights, shall: (1) Proceed with due caution, yield the right-of-way by making a lane change not adjacent to that of the authorized emergency vehicle, if possible with regard to safety and traffic conditions, if on a highway having at least four lanes with not less than two lanes proceeding in the same direction as the approaching vehicle and reduce speed to a safe level for road conditions; or (2) Proceed with due caution, reduce the speed of the vehicle, maintaining a safe speed not to exceed fifteen miles per hour on any nondivided highway or street and twenty-five miles per hour on any divided highway depending on road conditions, if changing lanes would be impossible or unsafe. (b) (l) Any person who violates any subsection of this section is guilty of a misdemeanor and, upon conviction thereof, shall be fined not more than five hundred dollars or confined in the county or regional jail not more than sixty days, or both fined and imprisoned. (2) If violation of this section results in property damage in addition to any other penalty imposed, driving privileges of the persons causing the property damage shall be suspended for ninety days. (3) If violation of this section results in injury to another person in addition to any other penalty imposed, the driving privileges of the person causing the injury shall be suspended for six months. (4) If violation of this section results in the death of another person in addition to any other penalty imposed, the driving privileges of the person causing the death shall be suspended for two years. (5) Any person who violates any provision of this section and while doing so also violates section two, article five of this chapter is guilty of a misdemeanor and, upon conviction thereof, shall, in addition to the penalties set out in section two of said article and this section, be fined not less than one thousand dollars nor more than five thousand dollars, or confined in the county or regional jail for a period not more than six months, or both fined and imprisoned.

I was on that committee, then Frank asked privately if I would yield my position to him. I agreed which I thought replaced me with him though I'm happy to stay on the committee if help is needed. Might have been better to do this at a meeting, or for Frank to announce that it had been done while he was president. -------------------------------------------

Sorry it went a bit long, so long that poor Traci's iPad ran out of juice... I think the meeting was productive and I hope you thought so, and thanks for making it so.
It sure was nice being able to check-off one of the on-going projects, Keeping Positive Spin Open. Yay for that group on a job well done! And it's nice to hear that we are making headway on some of the others as well.
Okay I'm getting tired now, but before I go I'd also like to thank Jennie Selin for coming tonight, quite possibly at the meeting that we needed her most. It's nice to have a caring ally.
Hopefully Traci's iBox makes a full recovery and she'll be able to send me/us our action items as soon as possible so I/we can start making some headway for next month.

So I've been thinking about how the interaction "effective implementation of the plan" with the city and council could work best.
Seems like a number of items from the plan could be presented during one visit with council each year that pattern after your normal meeting procedures. "Action items" "who might be responsible" maybe meet with the city manager to pre-integrate the proposed items into the city staffing system.
Then maybe a second visit at the half way point to present progress. Or items that need a push...,
So for instance for the first meeting: a brief report of accomplishments over the last year, all of your checked off action items, followed by a list of (action) items we need to work on together over the next year. Get council to renew its commitment to our shared bicycle plan. Get the plan again into the public eye.
Then maybe your engineering staff liaison can report on city progress for those items at your regular meetings.
And you can offer up new items as they come up including grant ideas and events.

To follow up, I think what I described is what you were already doing last year.
Goal: Get bike board plan items (those you have selected for the year) integrated into the current work plan of the city.
Maybe an additional step is to ask the city manager how to best do that.
Ask him to come to a meeting?

Open Action Items 124 - Andrew: Discuss the possibility of WVU becoming a Bicycle Friendly University with the SGA president and talk to WVU Cycling about serving on BB. 190 - Gunnar: Follow up with Jing and members involved in projects six & seven (GIS) about incorporating Vision 2000 into the MPO’s long range transportation plan. 194 - Jing: Follow up with mapping committee and Emily regarding next steps for the Walk Bike Transit Map. 195 - Frank: Will go back to the cost estimates calculated with Damien and add costs to items (on the Bicycle Plan) up to $100k for FY 2013-’14 and circulate to Damien for a sanity check. 196 - Gunnar: Follow up with Sean re. need for WVU cycling team liaison.
