Bicycle Board Members,
At last night's Bicycle Board meeting, I quoted from the City code about where you're allowed to park your bike.
If you're interested, I've attached the article 373 of the Morgantown Code. It contains the laws governing bicycling in Morgantown. Our procedural guidelines require us to "review and support the implementation of Article 373 on Bicycles of the Morgantown Municipal Code". In the attached, I used Track Changes and marked up article 373 to show changes that I think should be made to it. I'd appreciate any comments you have.
FYI, Article 373.09 says, "No person shall park a bicycle upon a street other than upon the roadway against the curb, or upon the sidewalk in a rack to support the bicycle, or against a building in such a manner as to afford the least obstruction to pedestrian traffic."

Excellent changes in blue, particularly the items relating to positioning in the lane and removing irrelevant sections.
Parking bikes is a complicated issue--373.09 ignores the issue of locking the bicycle and merely addresses the location of the bike when not being ridden. I have not looked at bicycle parking provisions within other city codes. In Morgantown, where racks are scarce, I would be careful not to restrict bicycle parking to the point where riders can not find a place to lock their bicycle.
