I realize that you're just replacing water lines on Beechurst but I would like you to consider taking this opportunity to begin replacing the in-line drainage grates that run up Beechurst, beginning with the two in front of the new WVU gateway before some cyclist breaks his or her neck. Please note that many of the roadways (and the related stormwater facilities) in the Morgantown area are not under our control. The specific areas cited in your correspondence are good examples. Patteson Drive and Monongahela Blvd are owned / maintained by WVDOT, while Evansdale Dr (from CAC to Towers) is owned/maintained by WVU. We have good working relationships with both entities, and will be pleased to forward your comments along with our own request that such improvements be made.
We share your concern, and within the constraints described above, are working continuously to improve these conditions. If you find any other specific areas within our service area that appear to be capable of re-orientation without excavation, please let us know and we will be happy to do so promptly.

Could you advise me on how to get Morgantown area in-line storm grates corrected so that bicycle tires don't fall into them? Below is a letter that I received from a cyclist. It includes some gruesome photos of a cyclist that rode into one of these grates and landed on his face and shoulder. His injuries could have been much worse, even fatal.

I would like to point out a hazard and liability that unnecessarily exists on the roads, only because maintenance workers are unaware.
There are older style square drainage grates on many shoulders of the roads which have been installed with the grooves running parallel to traffic. These grooves pose a serious hazard to bicycle tires which can slip into them causing the rider to be flipped with accelerated speed into the ground* most likely causing injury to the rider, as well as the bike. In addition, the sudden stop poses an issue to following cars who may then have to avoid whatever pile of man in machine is now laying in the roadway.
This occurred today, in on Mon Blvd in front of the coliseum by an experienced cyclist who did not see the grate as it was covered with debris. Image1 shows how the hazard exists, and Image2 shows the injuries sustained. These injuries were quite minor as he knew how to position his body to minimize impact on his face. The bicycle also received damage, exceeding $200.
The simple fix is to rotate the grates so the grooves are perpendicular to travel direction.
After the incident, I noticed every grate along Evansdale Drive from the CAC to Towers was hazardously installed.

Terry Hough had sent me a copy of the previous correspondence concerning the drainage grates in the City of Morgantown on August 10th. I had not totally forgotten about this issue and had kept it in my inbox to ensure I replied to it, I had just not been able to get to it. Scott Copen had described very well the circumstances involved modifying these grates. This is a very time consuming repair and it requires a substantial amount of traffic control. Our forces are also not that well equipped to perform this work at night and on most of the routes previously referred to, we prefer to do any significant maintenance work on them during nighttime hours.
That being said, we fortunately do have work scheduled in several of the areas that you referred to for the 2011 construction season. This work will be performed by contract forces and in some cases that work will be performed at night. The first area we plan to work is the Beechurst project that you referred to in your email below. On this project several of the inlets are set up to be adjusted, which will require that the height be modified on them. This would be the most opportune time for WVDOH to address the grates on these inlets. We will work with our construction personnel and ensure that any of the grates in this area that are not up to our current urban standard, will be replaced with one that is. WVDOH also plans to resurface Monongahela Blvd. from just south of the intersection of WV 705 and continuing to Boyers Avenue. Our District 4 design staff will be preparing the plans for this project and I will ensure that any grates in this area that do not meet urban standards will be replaced with one that does.
In reviewing the previous correspondence, I also noted that you had requested that the grates on the Westover Bridge and Walnut Street Bridge be addressed. Has this been done? In the following link: http://www.transportation.wv.gov/highways/engineering/StandardDetails/Vol1/2..., under the inlet section the page labeled inlet castings is the typical grate used in urban settings. On the Type G inlet drawing the Type 1 grate will be used in instances when this type of inlet is used in an urban setting. I will follow up with our bridge engineer concerning the referenced bridges.

Thank you for the positive response to my request and for our private communications that have enabled me to understand the standard and your plans.
I am confident that you understand the severity of injury that can result from a front bicycle wheel getting trapped in in-line drainage grates or other roadway defect and the importance of correcting such defects. I agree that replacing the in-line grates with the type of grate shown on the standard page labeled Inlet Castings (standard sheet DRX-6) or similar will prevent bicycle wheels from getting caught. I also understand that Type G inlets with Type 1 grates that have parallel bars will rarely be used in urban settings and when you use them in a roadway, the grates will be installed so that the direction of the bars will be perpendicular to the direction of traffic to prevent bicycle wheels from dropping into them.
I also appreciate your working with your bridge engineer to address the issues presented by in-line grates on the Walnut St. bridge and the Westover bridge grate that is losing some of its cross members. I look forward to learning the solution for these.
I appreciate your spirit of cooperation and collaboration and look forward to continuing to work with you to make our highways safer for bicycling.

I realize that you're just replacing water lines on Beechurst but I would like you to consider taking this opportunity to begin replacing the in-line drainage grates that run up Beechurst, beginning with the two in front of the new WVU gateway before some cyclist breaks his or her neck.
