I submitted the following (see screenshot below of proof), feel free to do the same: According to 2009-2011 American Commuter Survey and the NHTSA Fatality Analysis Report System, 5.4% of all traffic fatalities in WV were pedestrians and 0.3% were bicyclists (5.7% total). Yet, only 0.7% of federal transportation dollars were used for bicycle and pedestrian projects according to FHWA Fiscal Management Information System 2009-2012 data. This is the lowest percentage of any state in the US. Thus, I ask that the WV DOT set a minimum of 5.7% of all federal funds be dedicated to bicycle and pedestrian efforts. Thank you.

Below are the response that I got and the comments that I sent , FYI.
I'm a bit confused by what is a "bike/ped" project. Since most of my riding is on roads, I'm happy when they're smooth... and if narrow, a low speed limit and if they have a high speed limit, wide enough to share. Don't tell WVDOH though because they might start claiming money spent on repaving as "bike/ped" projects:P

Thank you for making the STIP available through public hearings and for accepting comments. I appreciate WVDOH's balancing the overwhelming needs against limited funds. Most of the improvements planned for Morgantown and the surrounding area are severely needed. I hope they can be done promptly and with sufficient quality to last more than a few years. I also hope they will also consider the needs of bicyclists and pedestrians for safe and efficient transportation.
I am particularly interested in WV 100. In 2013, $1,482,391 was authorized for construction of WV 100 with a 07/17/13 planned start date. Apparently, that didn't happen.
I am a Morgantown bicyclist and I've been riding WV100 several times a week for more than 40 years. WV 100 is a main bicycle route into and out of Morgantown because it is the flattest.
For the past few years, it has been in the worst condition ever. My body and my machine can barely take the pounding anymore. I'm wondering how we can build a new interchange on I-79 that was only conceived recently yet can't pave WV100.
I must also question WVDOH's repaving materials and methods. Fort Martin hill, CR53 was repaved 2 years ago and now it is in approximately the same condition that it was before paving. That is a steep descent and with the current potholes and rough pavement presents a severe danger to bicyclists as well as motorists.
If you're going to patch, at least make the patches smooth enough that bicyclists don't get hammered by them. PennDOT, right across the border has figured out how to patch and make the patches even smoother than the remainder of the roadway.
In Morgantown, bicycling and walking are viable alternatives to motorized travel and could offset the prevailing congestion if these modes were given serious consideration in all roadway improvements.
