Hi Kasey,
To help you and Gary write talking points, I have attached a file that suggests talking points for the repeal of 17C-11-5 (a). That section of WV Connecting Communities Legislative Agenda: Proposed Bicycle Legislation Changes is probably the most complex and difficult to dis-entangle. I hope the attached will help make it simpler and easier to understand.

Gary and I have to get the talking points to all of them. We have to provide the points in less than one page. I'm working on the briefing page now. If the ask for further justification, we lay the packet on them :).

Kasey,
Excuse me for being inept at political process but how will the legislators know the rationale for the bill?

Hello, HB3021 was introduced this morning!! It was referenced to the Transportation Committee and then to Judiciary. Transportation does not meet until next Wednesday. Gary and I feel pretty confident we can get it on the agenda in Transportation but neither of us have Chairman Miley yet about Judiciary. This is our next step. If any of you have a relationship with Senator McCabe today is the last day for him to send the bill down to bill drafting. He would simply have to sign off on the house version (attached). Senator McCabe's number is 304.357.7990. This is not essential but we are worried about timing so it would be good to have the Senate bill moving as well. Gary and I had asked McCabe to sponsor the bill but he wanted a lawyer to advise him before he signed on. Don and Frank -- I'm not sure why Del. Fleischauer is not a cosponsor; I guess her assistant missed the deadline to get her name on the bill. Let me know if any of you can reach Senator McCabe. Thanks, Kasey
