Bicycle Board,
I'm forwarding this and another message to you. The MPO needs Long Range Transportation Plan projects prioritized by July 31. I'm supposed to be representing the Bicycle Board on this effort. I'll give it my best shot and run the results by you before I send them to the MPO. I could use some help.
Frank

Transportation Technical Advisory Committee Members and Citizens Advisory Committee Members,
As discussed at the last Committee meetings we will be prioritizing the projects included in the MPO’s LRTP. The process we will be using to prioritize the projects is similar to the process initially used by Burgess and Niple to identify the Tier for the projects. We have prepared information on the Tier One Projects in the LRTP which may assist you in prioritizing these projects. The original information sheet shared with the Committees has been expanded to provide you with more information to consider in this process. We ask that you use the form provided in the enclosed packet to prioritize the Tier One Projects.
As you may also recall we will also be prioritizing the specific intersections and corridors identified in the LRTP’s Project 38. We will provide these priorities to the Division of Highways for their consideration as well. Due to the size of these files I will be forwarding the informational packet for the Project 38 projects by separate email.
Please return your ratings sheets by July 31, so we may summarize the results prior to the next Committee meetings.
Thank you for your consideration in this matter. Please do not hesitate to contact me if you have any questions or if we may be of any assistance.

Dear Bicycle Board Members,
No later than next Monday, July 29 please reply-to-all with your opinions on the attached project evaluations. I will try to meld your opinions into a consensus product that I will submit to Bill by July 31.
Attached is an Excel workbook. It contains 3 worksheets. The first worksheet contains my attempt to assign Bicycle Board scores for LRTP Tier 1 project feasibility, mobility, preference and priority. To get priority, I summed the scores for feasibility, mobility and preference then normalized the sums to the 1-10 point scale that Bill suggested.
The second worksheet contains my attempt to prioritize the 36 intersections listed in LRTP Project 38 - Intersection Capacity and Safety Improvement Program. The score sheet that Bill wants us to complete also contains fields for feasibility, mobility, preference and priority. I only scored priority because I don't know what changes are planned for the intersections, so I couldn't score feasibility and mobility. That leaves preference and priority. I don't see the difference between preference and priority, so I just scored priority. To the scoresheet that Bill asked us to complete, I added 3 columns: Danger Rating; Signalized?; and Comments. The comments might help explain my scores but also include intersection improvement recommendations.
The third worksheet just has the intersections re-sorted in the order of priority that "we" gave them.
There are more rational bicycling accommodations in this LRTP than in past plans. All involved parties worked long and hard to get them there. If we keep them near the top of the priority list, some of them might actually get done!
