Good evening, Another item from the Thunderhead list that I thought might be of interest. Madison is an extremely progressive city, and well laid out for cycling. I used to ride there a lot in the late 70's. These parking regulations may offer some ideas for recommendations to the traffic commission.
btw, Links were also offered from other cities and I'm sure I can get more just by asking.
See you in a few minutes.

Madison, Wisconsin's bike parking ordinance is at http://www.cityofmadison.com/transp/z2811bik.pdf and the parking standards are at http://www.cityofmadison.com/transp/rac-rec3.pdf
Problems with this ordinance include that it only covers new development and doesn't really have any strong enforcement. It also doesn't do a great job of accomodating resident/employee parking versus visitor parking. It also falls short on requiring inside parking (with standards) for rental properties.
The current Madison Platinum Bicycling Task Force hopes to address some of these issues.
Another great idea...doing a bicycle parking needs study. That's on the Madison wishlist too. -Dar
