As we discussed at tonight's BB meeting, I put the Morgantown Bicycle Plan v08 in a Dropbox public folder so you shouldn't have to do anything but click on the following link and then download the file.

When you click on the link, a file icon with the filename should appear in a download window. Double clicking on the file name should open the document.

Of course, if you change the document and want to put it back in Dropbox, you'll need a dropbox account. If you don't want to deal with that, just send me your marked up copy, preferably as an attachment to an e-mail.
