Thank you for forwarding a copy of the letter to me. I think everyone knows my opinion with respect to the bicycle lane and parking. I believe there is an inherent safety problem with respect to parking along Mon Blvd. regardless of the reason. However, if parking is to happen on select occasions, I would respectfully recommend that the signs prohibiting parking be covered so that there is no question at the times when the parking will be allowed. Hopefully, this will help deal with issues with respect to discrimination of enforcement. If WVU is willing to place barricades at the beginning/ending points of the bicycle lane, then it shouldn’t be a lot more work to just bag the signs prohibiting the parking.

Please review WVU's response to the subject proposal and let me
know how DT would recommend that we proceed. We've forwarded a copy to
the MPO and asked for local review as well. I don't know at this time
whether the City of Morgantown or the local bike advisory committee have
seen WVU's letter.
For our part, assuming that the other parties would be in favor
and that the details could be worked out, we would support WVDOH
agreeing to the bike lane under WVU's conditions rather than give up on
the idea completely. However, during our meeting in Morgantown earlier
this year, I believe you had voiced strong reservations about the matter
if WVU were to insist on preserving the occasional (event-related)
parking in the bike lane, so we need to hear from you before we draft a
response.
We would be willing to reconvene the group that met before in
Morgantown if you think further discussion by the same parties would be
productive.
