I hope all is going well in Morgantown, I've heard there's lots of cycling-related projects and momentum happening - congratulations!
I came across this article in the paper and thought it was a good idea. If there's still any unspent grant money floating around for education or safety, maybe it go toward purchasing lights to give away around town.

Also, I heard WV's Bicycle Friendly Ranking is up this year to #37, and I'm sure all your work on the Bike Summit and other projects had a lot to do with it!

As a starting point, I should point out that Positive Spin already has a large box of lights we received through a grant that is targeted to low-income folk. One strategy would be inviting validated low-income people to night rides and handing them a set to keep after the ride.
Yes, we are up to #37!
