Good morning, The Pittsburgh bike advocacy director just put together this list ranking major cities by commuting mode. A couple things jumped out at me right away....
1) Cities that don't take an active role in promoting cycling get about .7% of commuters riding bikes.
2) Pedestrians make up a much larger portion of commuters than I expected. It might be more worthwhile to try and encourage walkers to bike, rather than drivers.

The U.S. Census just came out with the American Community Survey, which surveyed how people get to work amongst other things.
We only analyzed the cities, but MSA data for larger areas is also available. Huge props to Erok Boerer with Bike Pittsburgh for putting this together.
