Attached is a preliminary report to the Traffic Commission that I'd like your concurrence to present at next Wednesday's TC meeting. I wrote the attached in a hurry and probably made some mistakes and left some things out so please help me. Also, the TC hasn't met since September so I might have omitted something that we've done since then.
