WVU Transportation and Parking Plan Committee:
As Chairman of the Morgantown Municipal Bicycle Board and on behalf of the Board, I praise your efforts to plan transportation and parking for the University.
The Bicycle Board is chartered by the Morgantown Traffic Commission which advises the City Manager. The Bicycle Board recognizes and encourages your commitment to coordinate with the City.
The Bicycle Board has developed comments on the WVU transportation and parking plan but has had insufficient time to review them with the Traffic Commission and the City Manager for their concurrence. However, comments and recommendations that we made on the Morgantown Metropolitan Planning Organization's Transportation Plan and that the City Manager and City Council accepted are equally applicable to the WVU plan. Specifically, every transportation and parking improvement must encourage rather than discourage bicycling and walking.
The Board encourages WVU to analyze the economic as well as quality of life costs and benefits of the many recommendations contained in the plan and to use the results of these analyses to select recommendations for implementation. The Bicycle Board looks forward to working through the Traffic Commission and the City Manager with the WVU Transportation and Parking Committee to develop and implement improvements that maximize the economic and quality of life benefits to the University and our greater community.
