How do we find out what WV is planning to do?  How do we promote ZEV's or Zero Emission transportation (walking, biking, etc,) instead of fracking diesels?

One concern that National brought up was to be careful that this money does not end up going to frackers to mitigate the noxious effects of the diesel engines they use.  They are hoping this money goes to projects that realize true ZEV impacts for the longterm.
