Please note that any person whose interest may be affected, including, but not necessarily limited to, the applicant and any person who participated in the public comment process, by a permit issued, modified or denied by the Secretary may appeal such action of the Secretary to the Air Quality Board pursuant to article one [§§22B-1-1 et seq.], Chapter 22B of the Code of West Virginia. FINAL RECOMMENDATION ~ It is the view of the writer that, after consideration of all comments received, all available information indicates Thunder Mountain Environmental Services LLC’s proposed construction of the Thunder Mountain Environmental Services West Virginia Plant near Ravenswood, Jackson County, WV, should meet the emissions limitations and conditions set forth in the permit and should comply with all currently applicable state and federal air quality management rules and standards. It is, therefore, the recommendation of the undersigned that the WVDEP-DAQ issue Permit R13-3563.

NOTE ~ LETTER from the Infectious Medical Waste Program Manager of the WV Bureau of Public Health to Thunder Mountain Environmental dated August 2, 2023: This gasification process plant does not quality as a pyrolysis process for infectious medical wastes. The public health permit is denied.
