Bicycle Board Members,

Sorry for the short fuse. Action required tomorrow, 1/9. I just heard of this this morning so I question how “Public” is the meeting. Apparently, Morgantown Industrial Park (MIP) developers want to substitute "improving" access to the MIP for one of the a multi-million dollar Tier 1 projects in the current MMMPO transportation plan which includes at least one project for bicycling improvements. I hope one outcome of the “Public Meetings” will be the re-opening of River Road and making it easier to ride your bike across the intersection with DuPont Rd.

The River Road has been a favorite bicycling route of many Morgantowners. Especially in cold weather because you get well warmed up climbing from the river up to the bridge over I-79. And then, there are myriad delightful roads to ride through places like Crown, Booth, Lowesville, Hagans, Arnettsville, Rivesville, Baxter, Fairview, Crossroads, Bula, Blacksville and Fairmont; just to mention a few. Since WVDOH closed River Road after a slip, all that has been inaccessible without riding Rt. 19 which particularly between the Triangle in Westover and DuPont Rd. is dreadful.

Also, before doing my homework, it appears that the MIP has become a lay down site for acres of pipe that are probably for a gas pipeline. I can imagine that the gas developers want to be unencumbered in getting those pipes to the pipeline and that may be the main driver for the proposed amendment to make the access a Tier 1 project. I could be wrong. I really have to question how that benefits our Community much less our world’s environment.

Let’s continue promoting transportation “improvements” that make bicycling more viable? I’m planning to attend the 4-7 pm tomorrow meeting at Mountain Line in Westover. The meeting on Thursday coincides with our BB meeting or I’d attend that one too. I hope you will.

Hi, All Happy New Year! The MPO will hold two public meetings on a Metropolitan Transportation Plan tier 1 project amendment.

The first meeting: Training Room, Mountain Line Transit Administration Building, 420 DuPont Road Westover WV, January 9, 2019, 4 to 7 PM. The second meeting: MMMPO Offices, Monongalia County Courthouse 243 High Street Room 110, Morgantown, WV, January 10, 2019, 6 PM

The purpose of the meetings will be to review the MPO’s Tier One Priority List with the public and to request comments on the possibility of including improved access to the Morgantown Industrial Park in the fiscally constrained plan. Including improved access to the Industrial Park will require the MPO to remove or reduce funding for projects from the existing fiscally constrained “Tier One” Plan. Attached are informational material for the meetings.

We need your input for the following questions · Question 1: Do you agree that the MMMPO Metropolitan Transportation Plan be amended to include the Morgantown Industrial Park Access Project as a Tier 1 project?

· If you agree, question 2: Do you have any suggestions on which tier 1 project(s) be removed from the current Tier 1 project list, to make the amended Tier 1 project category fiscal constraint?

The MPO Policy Board will consider this item at a regularly scheduled meeting on January 17 at 6 PM at the City of Morgantown Council Chambers 389 Spruce Street Morgantown WV.
