Objective is to provide assessment to Mon River Revitalization Task Force and suggest desires for consistency or diversity, where to install new ones, where to remove / relocate ones that aren't working, and which to replace with better designs. Goal of assessment is to help task force maximize the ability of cyclists to use Riverfront amenities while minimizing damage to trees and other infrastructure that might come from unplanned bike parking.
2) The People for Bikes city scores / Bicycle Network Analysis: Review of 2020 rating and plan to update open street map with current data to better inform 2021 analysis
3) Expiration of Morgantown's Bronze level BFC award this fall, and decision whether / plan to re-apply.
Thoughts? We could call this a temporary working group if you'd like to not commit to re-starting the bike board. Might help calm the nerves!

I would like to add a possible agenda item. There is some local enthusiasm for sculpture as functioning bike racks. Pittsburgh has a few: https://trustarts.org/pct_home/visual-arts/public-art/bike-racks What should a sculptor/artist know to allow their work to be utilitarian, are there specifications that can be shared.

That is easy. There are already Bicycle Rack Requirements in Planning and Zoning Code [1] for long-term and short term bicycle storage spaces on physical page 250 - 252, which provides these specifications.

Discussing artistic approaches to bike racks is a fine agenda item; we recently approved the installation of three artistic racks at the new Mills Group office. However, we did not approve them as racks - we approved them as public art. They don't function very well as racks, but they are passable.
RE: the P&Z code - that only applies to significant developments. That article seemed pretty complete without being overly wordy. For extra credit, I would consider if a bicycle trailer will fit in the space. I trailer both a baby and sometimes groceries, and most racks I have to unhook the trailer and put it beside the bike, or it sticks out into the sidewalk. It's also really annoying when there's a curb surrounding the rack, especially with a trailer.
I think the coating of the rack also adds to its inviting nature, For example not looking like it'll scuff/scratch my frame. I don't know how to define it, but I think to meet this as well as minimum maintenance, polished metal is better than paint. I do not know how enamel or a plastic coating fares in 5-10years.
Another feature I look for is a rack that's placed within view of a security camera.
I have seen some really effective and artistic racks, like a comb in front of a barber shop. And I've seen some nice looking racks that function very poorly, blocking traffic when used, or just don't hold bikes well.

Maybe those bicycle rack sculpture enthusiasts would want to become members of the Bicycle Board if City Council invited them.
Did you know that the City owns two 2-bike bicycle lockers? I don’t know whatever became of them or if they were ever used. They might be a good complement to the kayak lockers if appropriately located, clearly marked and easily accessed.

Another feature I look for is a rack that's placed within view of a security camera.
I have seen some really effective and artistic racks, like a comb in front of a barber shop. And I've seen some nice looking racks that function very poorly, blocking traffic when used, or just don't hold bikes well.

There's been some discussion about trying to meet over the past few months, and a few items that have come by my desk that would benefit from citizen review. One more came up today, so I'd like to propose either a virtual or a socially distanced outdoor meeting on Wednesday, July 29th from 4:30-5:30pm. Open to other suggestions for time.
On the potential agenda:
1) A comprehensive and holistic assessment of all bike parking facilities along the Riverfront. Objective is to provide assessment to Mon River Revitalization Task Force and suggest desires for consistency or diversity, where to install new ones, where to remove / relocate ones that aren't working, and which to replace with better designs. Goal of assessment is to help task force maximize the ability of cyclists to use Riverfront amenities while minimizing damage to trees and other infrastructure that might come from unplanned bike parking.

The racks look cool. In my opinion, though, I would not design them to sandwich a front tire. I would make a single upright of thick gauge metal and move it out from the wall to contact the side of the bike. Its basically a stylish inverted U rack. . If they were evenly spaced in that 17'10 gap ~(3',6',6',3' spacing), you could easily park 6 bikes in there, 2 per rack.
This would meet the requirements in the document Jonathan shared, as well, it allows 2 bikes to be locked to each rack. It's also more supportive. If I were to park my bike at one of these racks as designed, I would use my rear tire for more stability.
