Bike Board Members,
Our interaction with the Traffic Commission tonight (13-May) was probably the most successful yet.
*1. Education* The TC members unanimously agreed to start their next meeting 1 hour early to participate in the Intro to Safe Cycling course for planners and public officials. (This is the presentation whose draft I sent you before our last meeting. I will ask for your feedback on the final before I present it to the TC.) The next TC meeting is Wednesday, 11-July, 5:30 PM.
*2. Replacement Members* The TC agreed with our recommendations of Autumn Bryson, Gunnar Shogren, Sam Stone and Alice Vernon as replacement members.
*3. Bike-and-Chevron markings* On behalf of the Infrastructure Committee, Chip presented the attached recommendation for placement of the Bike-and-Chevron markings. As you can see on the attached, we categorized the recommended streets into city streets, state or county road under DOH jurisdiction and intersections of city and DOH roads. The Traffic Commission asked us to prioritize the city streets and to prioritize the other roads and give the prioritized lists to Terry Hough. She agreed to present the recommendation to the WV DOH and report back to the TC and Bike Board. The TC is definitely behind this and wants to get at least some of it done. * 4. Rail trail signs and stripes (First part of Sam Stone's request) *The TC accepted our recommendation to install "Keep Right" signs at all trail entrances and voted to request BOPARC to implement. They discussed extensively our striping recommendation. They voted to recommend to BOPARC that they install appropriate stripes on congested sections of the trail.
*5. Second part of Sam Stone's request *I reported that Stone's request was congruent with our February Bike-and-Chevron recommendations (Broad Goal 1 Pilot Project 1) but that he identified some additional routes. I pointed out that some of both of our and Sam's routes are outside the city limits and all of them are state roads. We have the list of routes but I didn't provide it. I suggested that we provide it after the city implements the recommendations discussed in item #3 above. They agreed.
*ACTION ITEM * The Infrastructure Committee will prioritize the Bike-under-Chevron recommended locations and provide the prioritized lists to Terry Hough. * *Frank
Wow, if even a few of these signs materialized in the short run, that would be a great achievement. Thank you Frank, Chip and all others who have been working on this.
I probably misunderstand: Is the attached list for signage currently in priority order or is that something the infrastructure committee is yet going to do?
Also, is there a formal communication network between the Traffic Commission and the MPO so the latter is appraised of this signage endeavor?

No, the list of locations for the signs must yet be prioritized. First, the Infrastructure committee must separated the list into city streets and non-city streets. Then, prioritize each list.
I believe the form communication network between the TC and the MPO is Don Spencer since he's the only member of both. Don, please correct me if I'm wrong.

Jim - Have been away from my machine for a while. I hope I can answer your questions.
1. The list is not in priority order. It is my understanding that the Infrastructure Committee will be working on arranging the streets according to some sort of priority.but possibly not before the next Bike Board meeting on July 5. 2. All 32 streets sites on the list are in the City. 3. The TC communication on the project was turned over to Terry Hough who will be discussing the list in general with Don Williams of the DOH. I have alerted Don that such a venture is on its way. The issue may or may not be taken to the floor of the MPO. We will see how it goes with Terry and Don. We will need to keep Dan Boroff in the loop if we think it should be presented. 4. I hope to be appointed to the MPO Board in July. I have only been a board-alternate and on committees to date. 5. No, there is not formal communication between the TC and the MPO because we are ADVISORY to the City Manager and through the City Manager.the City Council. We are not a "free-standing commission" like BOPARC or the Parking Authority or the Transit Authority or MUB or.the MPO. 6. The MPO only has power to recommend. It is an advisory structure to the WVDOH - mandated by federal legislation for SMSA's (Standard Metropolitan Statistical Areas of 50,000 or more.) MPO's can only request. Ours has on several occasions and been mostly rejected by the DOH. The DOH is one of the most independent and powerful bureaucratic structures in our very centralized state structure. 7. The DOH has just approved our MPO's Transportation Plan that we completed last December (.with some changes which I do not know about yet.) We will be picking out some priority projects for the LOCAL user fee process soon. I hope that there will be 'complete streets' and a connector trail from West Run to the River Trail in the process.
